The call invites proposals that target the development and evaluation of next-generation technologies, specifically designed to operate in deep waters up to 6000 meters. It is structured to support research activities that generate new knowledge, conduct in-depth feasibility studies, and integrate cutting-edge sensor and communication technologies for the protection of underwater strategic assets such as pipelines, cables, and offshore installations. The call is designed for collaborative projects, encouraging the formation of consortia of eligible entities from at least two EU Member States or EDF Associated Countries. This collaborative approach is crucial in ensuring that the research outcomes are both innovative and applicable across multiple defence contexts.
The research objectives are twofold. Firstly, proposals should focus on generating knowledge by creating advanced numerical models and simulations that embody new or improved technologies. This includes the investigation of high-resolution sensor systems capable of precise data collection in extreme deep water environments. Additionally, the research should explore multi-layered intelligence and surveillance techniques that enhance situational awareness of underwater threats. Secondly, the call emphasizes the need for rigorous feasibility studies that analyse the applicability of existing and emerging technologies. These studies should cover a thorough literature review, market analysis, and an evaluation of defence use cases that justify the technological advancements proposed.
The scope of the call extends to the development of autonomous navigation algorithms for unmanned underwater vehicles (UUVs), as well as the design of robust underwater communication systems and command and control frameworks. Proposals are expected to address current technological barriers such as limited operating depths of conventional pressure-resistant hull designs, and to propose solutions that can be rapidly transitioned into operational environments. The call also encourages the exploration of innovative energy autonomy solutions, including advanced energy storage and harvesting methods that can sustain prolonged deep water operations.
Moreover, the call highlights the importance of integrating knowledge across various technological domains, including sensor development, data fusion, and risk reduction through partial testing and simulation. The anticipated outcomes include improved detection and reaction capabilities in SBW scenarios, increased technological autonomy for the EU in protecting its critical undersea infrastructure, and optimized design of integrated defence systems tailored to the challenges of deep water environments. The research will pave the way for adapting existing systems and developing new platforms that can operate efficiently under extreme underwater conditions. With an overall available budget of 43.000.000 € and funding provided through lump sum grants, this call represents a significant step toward enhancing Europe’s defence capabilities in a rapidly evolving geopolitical landscape.
