Non-thematic development actions by SMEs

This call aims to support innovative SMEs in transforming technology and research results into defence products in a rapid and cost-efficient manner. It particularly encourages the adaptation of technologies from civil applications and solutions to address hybrid warfare.

The proposals should focus on innovative defence products, solutions, and technologies that enhance the readiness, deployability, reliability, safety, and sustainability of defence forces. This can include advancements in operations, equipment, infrastructure, energy solutions, surveillance systems, or digital solutions.

Additionally, this call welcomes proposals for add-on development actions that adapt solutions initially developed for civil applications, allowing SMEs to integrate results from EU-funded projects with a civil focus into the defence sector. Applicants must have the necessary rights to access and commercialize these results.

Eligible activities include integrating knowledge, conducting feasibility studies, designing defence products, system prototyping, testing, qualification, certification, and development of efficiency-enhancing technologies. The proposals must address at least one of these activities and provide a structured work breakdown with clear criteria for assessing progress.

Expected impacts include rapid and cost-effective defence solutions, novel technological advancements, enhanced innovation capacity across Europe, improved access to defence markets for SMEs, and the strengthening of the European Defence Technological and Industrial Base (EDTIB) ecosystems.
