Open topic for improved preparedness for, response to and recovery from large-scale disruptions of critical infrastructures

This funding call focuses on developing innovative solutions to enhance the resilience of critical infrastructures against natural hazards, human actions, and cyberattacks. It invites proposals that address new challenges or improve upon existing methods to increase infrastructure resilience. The call encourages collaboration among critical infrastructure operators, government authorities, and civil protection authorities across at least three EU Member States or Associated Countries. Projects should demonstrate innovative tools, models, or training curricula that can enhance risk assessment, monitoring, post-incident investigation, and crisis response capabilities.

The funding supports testing, validation, and demonstration of tools in operational environments and emphasizes collaboration with additional security practitioners and SMEs. Up to 30% of the funding may be allocated for financial support to third parties for expanding project outcomes. Coordination with other projects is required to avoid duplication and increase the overall impact.

Applicants must achieve Technology Readiness Levels (TRL) 6-7 by project completion and ensure compliance with EU security-sensitive information guidelines.

- Address critical infrastructure sectors and interdependencies not covered by past Horizon Europe calls.
- Build upon prior work from Resilient Infrastructure 2021-2022 without duplication.
- Conduct testing, demonstrations, and validation of tools in operational settings.
- Facilitate the future adoption and scaling of developed solutions.
- Incorporate mid-term assessments by involved practitioners.
- Provide financial support to expand project activities with additional practitioners or SMEs.
- Promote the integration of gender dimensions if relevant to project goals.
- Ensure coordination with related projects under Horizon Europe calls.
