Open Topic on Citizen and Regional/Local Authorities’ Engagement in Disaster Risk Awareness

This Horizon Europe call focuses on enhancing disaster preparedness and risk awareness among citizens and regional/local authorities. It encourages projects that foster dialogue and collaboration among scientific, technical, and policy-making communities to improve societal resilience. Projects should aim to address challenges in disaster preparedness, leveraging innovative tools, solutions, or technologies, including artificial intelligence. Proposals may focus on improving risk communication and integrating inclusivity in disaster preparedness, taking into account social diversity such as age, gender, and disability.

Key priorities include:
- Strengthening cooperation between authorities and citizens.
- Enhancing the sharing and uptake of research outputs.
- Developing solutions or mechanisms to improve disaster preparedness and communication.

Applicants must include at least two regional/local authorities, two citizen/community organizations, and two first responders from at least three different EU member or associated countries. Satellite-based data from Copernicus and Galileo/EGNOS is encouraged for relevant projects. Proposals should avoid duplication of prior work, outline validation plans, and engage stakeholders to ensure future uptake of results.

Expected funding: Proposals requesting 4.000.000 € are estimated to fit the call's scope.
