Reliable data and practices to measure and account transport emissions in multimodal transport chains

This call aims to support the implementation of the EU's regulatory initiatives related to the measurement, calculation, and reporting of emissions in transport. Projects should develop methodological components to complement the methodology provided through the European Standard EN ISO 14083:2023. Objectives include exploring methods and techniques for measuring and collecting emissions data, developing standardized systems for data collection, and supporting collaboration among public and private actors to improve transparency of transport GHG emissions and external costs monitoring.

Expected Outcome

Projects are expected to provide input for implementing EU regulatory initiatives on emissions accounting, develop methodological components complementing existing standards, and propose methods and techniques for measuring and collecting emissions data in the context of legislative frameworks.

Scope

The call focuses on ensuring accurate and reliable information on emissions to increase the effectiveness of emission reduction measures. Proposals should build on previous projects and standards, address gaps in measuring certain emissions (e.g., black carbon, radiative forcing), develop methods to derive intensity values for externalities, and create standardized systems integrating collection and calculation of emissions data.
