Demonstration and Testing of Innovative Solutions for Civil Security

This funding call by the German Federal Ministry for Research, Technology and Space (BMFTR) supports research and development (R&D) projects that aim to establish demonstration and testing environments for innovative solutions in civil security. It is part of the overarching research programme 'Research for Civil Security – Together for a Safe Life in a Resilient Society'.

The call addresses the urgent need for real-world, application-oriented testing environments that reflect complex civil security scenarios. These environments should enable the practical demonstration, evaluation, and subsequent implementation of innovative technical or non-technical security solutions. The aim is to make new research outcomes accessible and adaptable for security users and organizations, ensuring rapid and widespread impact in Germany's civil protection landscape.

The primary objective is to make innovative solutions visible and assessable for a wide range of users, by setting up exemplary civil security scenarios that test the added value and application potential of these solutions. Beyond mere demonstration, these projects are expected to identify further application needs and enable sustainable transfer of research results into operational practice.

Projects must:
- Be application-oriented and address actual user needs.
- Result in environments that can be reused by third parties after the funding period.
- Exhibit a high degree of innovation and practical relevance.
- Enable real-world testing under realistic operational conditions.
- Allow for scalability, regional transferability, and compatibility with existing systems.

Eligible applicants include research institutions, universities, public authorities, municipalities, critical infrastructure operators, and companies in the private security sector. While individual projects are preferred, consortia may be accepted in exceptional cases.

Funding is provided as a non-repayable grant. For non-commercial research, up to 100% of eligible costs can be funded. For commercial entities, co-funding is required, usually covering at least 25% of costs. Projects should typically run for 1–2 years and include an evaluation milestone mid-term.

Submissions follow a two-stage process: project outlines can be submitted at any time (no deadline), and selected applicants will be invited to submit a formal application. The call runs until at least 30 June 2027 (or longer, subject to EU state aid rules).
