We proposes an enhanced certification framework derived from the Price-Comfort concept. Certificates would be distributed annually to the household based on the measured and verified reduction of its energy consumption or CO₂ emissions. Certificates are thus “ex-post”, expressed in kWh or tCO₂, based on real measures, and are distributed yearly. This is a staggered distribution as opposed to today’s ex-ante lumpsum distribution.

This new scheme aims to address the limitations of existing public funding mechanisms—such as inefficiencies and exposure to fraud—while strengthening their capacity to mobilise private capital alongside public support. It also opens the possibility for broader participation across sectors and stakeholders.

At a strategic level, the combination of regulatory evolution and increasing constraints on public budgets suggests a transition towards performance-based financing models, where outcomes are measured in terms of actual energy savings and CO₂ reductions. The proposed Price-Comfort-based certification scheme is designed to support this shift, enabling scalable and sustainable financing solutions.
