This Coordination and Support Action aims to design, pilot and prepare the operational handover of a comprehensive Impact Monitoring and Assessment Framework (IMAF) for the Chips Joint Undertaking.
The framework will enable the Chips JU to systematically monitor, assess and report the short-, medium- and long-term effects of its programmes. It will cover both the Electronic Components and Systems programme and the Chips for Europe Initiative, using standardised indicators, data-collection processes and assessment methodologies.
The action is intended to improve the availability, consistency and credibility of evidence concerning programme performance, project results, exploitation, commercialisation and wider economic, technological, environmental and societal impacts.

The available budget indicates that one project is expected to be funded, although the formal call conditions do not prevent the submission of a proposal requesting a different amount where justified.

- Applications must comply with the Horizon Europe conditions applicable to the Chips JU.
- Proposals should address the Chips JU as a whole, covering both the ECS programme and the Chips for Europe Initiative.
- The project should develop and pilot the framework, not merely undertake a one-off evaluation.
- Applicants should provide an operational and sustainable solution capable of being handed over to the Chips JU Office.
- Data governance, confidentiality, data protection, interoperability and data quality should be addressed.
- Proposals should demonstrate the ability to engage Chips JU-funded projects and relevant programme stakeholders in data collection and framework validation.
- Standard Horizon Europe financial capacity, operational capacity, exclusion, ethics and security conditions apply.
- Applications are evaluated under the applicable Chips JU and Horizon Europe evaluation and selection procedures.
Eligible Types of Businesses / Organisations
The call is open to legal entities eligible under Horizon Europe and the applicable Chips JU rules. Relevant applicants may include:
- universities;
- research institutes;
- Research and Technology Organisations;
- SMEs;
- large enterprises;
- public authorities and public bodies;
- policy research organisations;
- economic and socioeconomic research institutes;
- impact-assessment and programme-evaluation specialists;
- data analytics and business-intelligence providers;
- software and digital-platform developers;
- organisations specialising in research and innovation policy;
- organisations with expertise in monitoring exploitation, commercialisation and technology transfer;
- industry associations and semiconductor ecosystem organisations;
- other legal entities with relevant monitoring, evaluation, data-governance or programme-management expertise.
A strong consortium would be expected to combine expertise in programme evaluation, semiconductor and ECS policy, economics, data science, information systems, exploitation monitoring and stakeholder engagement.
Eligible Countries
Participation follows the Horizon Europe eligibility rules applicable to the Chips JU.
Eligible applicants generally include legal entities established in:
- EU Member States;
- Horizon Europe Associated Countries.
Unless the specific topic conditions provide otherwise, a consortium should include at least three independent legal entities established in three different eligible countries, including:
- at least one legal entity established in an EU Member State; and
- at least two additional independent legal entities established in different EU Member States or Horizon Europe Associated Countries.
Applicants should also verify any country-specific funding conditions. Eligibility to participate in the European consortium does not automatically guarantee national co-funding where such national support is relevant.
Expected Outcome
Projects are expected to deliver:
- a complete and validated indicator framework covering short-term activities, programme outcomes and long-term impacts;
- common indicators applicable across the ECS programme and the Chips for Europe Initiative;
- a standardised, multi-user data-collection and exploitation-monitoring platform;
- systematic monitoring of programme indicators across the Chips JU project portfolio;
- continuous tracking of exploitation and commercialisation progress for active and recently completed projects;
- a documented, scalable and externally auditable impact-assessment methodology;
- credible and comparable assessments of programme performance across relevant impact dimensions;
- a governance architecture defining roles, responsibilities, oversight mechanisms and data-management protocols;
- appropriate institutional independence and continuity for the monitoring framework;
- a tested and operational framework transferred to the Chips JU Office at the end of the project.
Scope
Projects should create and pilot an integrated framework for monitoring and evaluating the full portfolio of Chips JU activities.
Applicants are expected to:
- develop a comprehensive intervention logic linking programme activities, outputs, outcomes and long-term impacts;
- define a validated set of quantitative and qualitative indicators for both the ECS programme and the Chips for Europe Initiative;
- integrate relevant Horizon Europe indicators, common Joint Undertaking indicators and indicators specific to the Chips JU;
- establish standardised definitions, methodologies, baselines, targets and data-quality requirements;
- develop a multi-user digital platform for collecting, managing and analysing monitoring data;
- collect information from Chips JU-funded projects and relevant external stakeholders;
- monitor the exploitation, commercialisation and market uptake of results from active and recently completed projects;
- develop a scalable and auditable methodology for periodic programme-level impact assessments;
- assess relevant technological, economic, industrial, environmental, societal and policy impacts;
- develop governance arrangements covering responsibilities, data access, oversight, quality assurance and institutional continuity;
- pilot and validate the framework using data from the Chips JU programme portfolio;
- provide documentation, training and operational support to enable the Chips JU Office to use the framework;
- complete the operational handover of the framework and supporting infrastructure to the Chips JU Office at the end of the action.
The framework should be sufficiently robust to support credible and comparable reporting while limiting unnecessary reporting burdens for funded projects and participating organisation
