Description
This Coordination and Support Action (CSA) aims to accelerate the uptake of sustainable and circular bio-based products and processes in traditionally non-bio-based and partially bio-based industrial sectors. While bio-based solutions have gained market share, many industries remain hesitant to invest due to uncertainties related to costs, regulations, feedstock availability, investment risks, market maturity and skills shortages. The action seeks to reduce these barriers by providing strategic guidance, evidence-based roadmaps and recommendations that help industries transition towards bio-based value chains and increase confidence for future investments.
Funding Amount
- Expected EU contribution per project: €1.2 million
- Total topic budget: €1.2 million
- Expected number of funded projects: 1 project
- Funding rate: 100% of eligible costs for all eligible participants (standard Horizon Europe Coordination and Support Action funding rate).

- Submission deadline: 22 September 2026, 17:00 Brussels time (CET)
- Submission model: Single-stage.
Submission Conditions
- Horizon Europe Coordination and Support Action (CSA).
- Single-stage application.
- Proposal should address at least three targeted non-bio-based and/or partially bio-based industrial sectors.
- Proposal must develop both sectoral and cross-sectoral roadmaps.
- Proposal must identify barriers and propose de-risking opportunities for industrial transition.
- Proposal must ensure complementarity with relevant Horizon Europe, Horizon 2020, BBI JU, CBE JU and COST Action projects.
- Proposal must satisfy the CBE JU IKOP threshold of at least 2% of the total eligible project costs (applicable to CSAs).
- Proposal Part B is limited to 30 pages.
- Standard Horizon Europe and CBE JU eligibility and evaluation rules apply.

Eligible applicants under Horizon Europe include:
- SMEs
- Large enterprises
- Industry associations
- Universities
- Research organisations
- Research and Technology Organisations (RTOs)
- Public authorities
- Chambers of commerce
- Investment organisations and financial actors
- NGOs
- Business support organisations
- Innovation agencies
- Non-profit organisations
- Other legal entities involved in industrial transition and bioeconomy policy development.
Eligible Countries
Eligible participants are legal entities established in:
- EU Member States.
- Horizon Europe Associated Countries.
- Other countries eligible under the Horizon Europe Rules for Participation, where applicable.
Standard Horizon Europe eligibility rules apply.
Target TRL
- No specific TRL requirement.
- As a Coordination and Support Action (CSA), the topic focuses on strategic coordination, stakeholder engagement, roadmap development, knowledge exchange and policy support rather than technology development or demonstration.

Projects are expected to deliver:
- Sector-specific and cross-sectoral roadmaps supporting industry's transition to sustainable bio-based products and processes.
- Identification of key technical, market, financial and regulatory barriers together with practical solutions.
- Increased confidence among industries to invest in bio-based value chains.
- Improved collaboration between bio-based sectors and traditionally non-bio-based industries.
- Enhanced knowledge transfer and wider dissemination of successful transition strategies.
- Stronger integration of bio-based innovation into Europe's industrial ecosystem.

- EU Bioeconomy Strategy.
- Circular Bio-based Europe Joint Undertaking Strategic Research and Innovation Agenda (SRIA).
- Clean Industrial Deal.
- Circular Economy objectives.
Scope
Projects should:
- Develop and publish sectoral and cross-sectoral roadmaps supporting the transition towards sustainable and circular bio-based products and processes.
- Target at least three non-bio-based or partially bio-based industrial sectors with significant potential for adopting bio-based solutions.
- Identify:
- Technical barriers.
- Market barriers.
- Regulatory barriers.
- Investment challenges.
- Skills and knowledge gaps.
- Propose practical de-risking measures and transition pathways for industry.
- Assess the competitiveness and sustainability of switching to bio-based value chains.
- Develop recommendations to improve investment attractiveness and market uptake.
- Engage a broad range of stakeholders, including:
- Industrial companies.
- SMEs.
- Investors.
- Public authorities.
- Industry associations.
- Research organisations.
- Promote knowledge exchange and dissemination of best practices.
- Ensure complementarities with relevant Horizon Europe, Horizon 2020, BBI JU, CBE JU and COST Action projects to avoid duplication and maximise impact.
