Legge 181 – Invitalia

Overall Description

Legge 181/89 is an Italian incentive managed by Invitalia for the economic revitalisation of areas affected by industrial and sectoral crises. It supports industrial expansion and redevelopment projects, with the objective of creating new employment and supporting the recovery of industrial crisis areas.

Funding Amount

The minimum amount of eligible expenditure for an investment programme is €1 million. Invitalia does not state a general maximum project size on the main programme page.

Financial support can cover up to 75% of total eligible programme costs through a combination of:

  • Subsidised loan (finanziamento agevolato), which must represent at least 20% of eligible investments;
  • Capital/investment grant (contributo in conto impianti);
  • Direct contribution towards expenditure, including eligible consultancy services where applicable.

The precise grant amount depends on factors including the location of the investment, size of the enterprise and applicable State-aid regime, within the maximum aid intensities permitted under the GBER and applicable national rules.

Currently Open Areas (as of August 2026)

  • Applications for the currently open Gela, Venezia and Massa-Carrara windows have been accepted since 12:00 on 26 November 2025.
  • No closing date is currently specified by Invitalia for these three windows.

Submission Conditions

  • Applicants must submit an investment programme meeting the applicable requirements of Legge 181/89 and the specific conditions established for the relevant industrial crisis area.
  • The minimum eligible expenditure is €1 million. Simplified procedures are provided for investments by small enterprises below €1.5 million.
  • The current rules for applications submitted after 5 September 2025 are governed by the Director-General Circular No. 2006 of 5 September 2025, which introduced updated detailed provisions concerning access to the incentive, submission of applications and implementation of supported projects.
  • Applications and supporting documentation are submitted electronically through Invitalia's online personal area.

Eligible Types of Businesses

The programme is open to companies constituted as capital companies (società di capitali), including:

  • Capital companies;
  • Cooperative companies;
  • Consortium companies (società consortili);
  • Business networks (reti d'impresa) operating through a network contract.

Eligible Countries

  • Italy: designated industrial crisis areas.
  • Currently open areas: Gela, Venezia and Massa-Carrara.

Expected Outcome

The principal objective is the economic and industrial revitalisation of areas affected by industrial crises, particularly through the expansion and redevelopment of productive activities and the creation of new employment.

Depending on the investment programme, supported projects can also contribute to environmental protection, industrial and experimental R&D, process and organisational innovation, and workforce skills development.

Scope

The programme finances productive investment programmes and environmental protection investments. These may be complemented by projects concerning:

  • Organisational and/or process innovation;
  • Industrial research and/or experimental development;
  • Employee training.

Industrial research and experimental development support applies to programmes with expenditure exceeding €5 million. The scheme also provides a fast-track mechanism through Development Agreements (Accordi di Sviluppo) for strategic investment programmes.
