This topic aims to strengthen Europe's technological sovereignty in AI computing by supporting the rapid development and validation of European-designed AI chip demonstrators for future EU compute infrastructure. It forms the first stage of a coordinated programme connecting European AI chip designers with AI factories, cloud service providers and data centre operators through a common benchmarking platform. The objective is to accelerate the deployment of competitive European AI processors by demonstrating their performance, energy efficiency and software readiness in realistic operational environments, ultimately reducing Europe's dependence on non-EU AI technologies.

- Up to EUR 1 million, although proposals requesting different amounts may be submitted if appropriately justified.
The topic is co-funded with National Funding Authorities (NFA).

This is a one-stage call.
Submission Conditions
- Simple Grant (SG) action.
- One-stage submission (Full Proposal only).
- Co-funded with National Funding Authorities.
- Projects have an expected duration of 8 months, consisting of:
- 6 months for demonstrator development;
- up to 2 months for benchmark evaluation support.
- Beneficiaries must deliver the demonstrator to the common EU evaluation platform and remain available throughout benchmarking.
- Award of the AI Compute Excellence Label is required to become eligible for the future Topic A2 (AI Compute Racks).
- Standard Digital Europe Programme admissibility, eligibility and evaluation conditions apply, together with the Chips JU evaluation procedures.
- All design data, benchmark data, logs and KPI testing must be processed and stored within the EU, with secure EU-operated remote access where required.
Eligible Types of Businesses
The call is open to organisations eligible under the Digital Europe Programme and Chips JU rules, including:
- AI chip design companies (mandatory consortium member);
- SMEs;
- Large enterprises;
- Semiconductor companies;
- Hardware and system integrators;
- Universities;
- Research institutes;
- Research and Technology Organisations (RTOs);
- Software developers;
- AI infrastructure providers;
- Other eligible legal entities.
Each consortium must include at least one EU-established AI chip design company responsible for the chip design and associated intellectual property.
Eligible Countries
Participation follows the eligibility rules of the Digital Europe Programme.
Eligible entities include organisations established in:
- EU Member States;
- EEA countries (Iceland, Liechtenstein and Norway).
Legal entities established in eligible countries but controlled by third countries may participate only if they provide the required security guarantees protecting the essential security interests of the EU and its Member States. Additional participation restrictions under Article 12(6) of the Digital Europe Programme apply.
Expected Outcome
Projects are expected to deliver:
- functional PCB-level AI chip demonstrators designed by European chip design companies and integrated with system partners;
- validation of AI chip solutions on the common EU evaluation platform using transparent benchmarks and key performance indicators;
- demonstrable European added value of the proposed AI chip technologies;
- a shortlist of high-performing European AI chip solutions awarded the AI Compute Excellence Label, enabling progression to Topic A2;
- strengthened European capability in AI chip design as part of the broader European AI compute ecosystem.
Scope
Projects should develop and validate working AI chip demonstrators that can be benchmarked on a common European evaluation platform. Each proposal must:
- include at least one EU-established AI chip design company responsible for the AI chip design and associated intellectual property;
- develop a functional AI chip demonstrator, including the chip, PCB, cooling and interconnect;
- integrate the demonstrator with the required software stack, including drivers, compiler/runtime components and AI frameworks;
- deliver the demonstrator to the common EU evaluation platform within six months for benchmarking;
- support benchmarking activities and provide technical assistance during the evaluation period;
- submit a final technical report covering architecture, energy efficiency, software maturity, origin of core IP and a roadmap towards a full AI compute rack.
The benchmark results will be used by the Chips JU to award the AI Compute Excellence Label, which is a mandatory eligibility requirement for participation in the subsequent Topic A2 on AI compute racks. Projects are expected to demonstrate substantial European added value and contribute to strengthening the European AI ecosystem.
