Overall Description
The Clean Energy Transition Partnership Joint Call 2026 supports transnational research, development and innovation projects that accelerate the clean energy transition and contribute to climate neutrality by 2050.
The call combines national and regional funding programmes from Europe and partner countries. Selected consortium members receive funding directly from their respective national or regional funding organisations rather than from a single central fund.
Funding Amount
The call has an indicative total budget of more than €84 million, committed by approximately 35 participating national and regional funding organisations.
The call generally targets projects requesting €500,000 to €5 million in total funding, excluding additional self-financing. This is an indicative range rather than a universal minimum or maximum.
Module-specific indicative budgets include:
- CM2026-01: €2 million–€5 million total project budget
- CM2026-02: €1 million–€2 million total project budget
- CM2026-03A: €1 million–€2.5 million total project budget
- CM2026-03B: €2.5 million–€5 million total project budget
- CM2026-04 and CM2026-05: €1 million–€3 million
- CM2026-06: €600,000–€3 million requested funding
- CM2026-07: €1 million–€4 million requested funding
- CM2026-08 and CM2026-09: €1.5 million–€5 million requested funding
- CM2026-10: €1 million–€5 million requested funding
The amount and percentage available to each consortium partner depend on the rules, funding rates and limits of its national or regional funding organisation.
Submission Deadlines
- Opening of pre-proposal submission: 8 June 2026, 14:00 CEST
- Pre-proposal deadline: 8 October 2026, 14:00 CEST
- Opening of full-proposal submission: 8 January 2027, 14:00 CET
- Full-proposal deadline: 11 March 2027, 14:00 CET
- Funding decision: 28 June 2027
- Indicative project start: 1 September 2027
- Latest permitted project start: 15 December 2027
Only consortia invited following the pre-proposal assessment may submit a full proposal. Separate national or regional deadlines may also apply.
Submission Conditions
- Applications follow a two-stage procedure: pre-proposal followed by an invited full proposal.
- Proposals must be written in English and submitted through the CETPartnership submission platform using the mandatory templates.
- Each proposal must be submitted under one call module only.
- The consortium must contain at least three funded partners from at least three participating countries.
- At least two funded partners must be based in EU Member States or Horizon Europe-associated countries.
- The coordinator must be a funded consortium partner.
- A single partner may account for no more than 60% of the project’s total planned effort.
- Partners from one country may collectively account for no more than 75% of the total planned effort.
- Self-funded partners may participate but do not count towards the minimum of three funded partners from three countries.
- All funded partners must satisfy the rules of their respective national or regional funding organisations.
- Some funding organisations require a separate national or regional application.
- Projects must include a mandatory “Reporting and Knowledge Community” work package.
- Proposals must include impact, exploitation, communication and dissemination plans.
- Ethics and Do No Significant Harm self-assessments are required.
- Selected partners must conclude a consortium agreement.
- Projects must start by 15 December 2027 and may last no longer than 36 months.

Subject to the rules of the relevant national or regional funding organisation, eligible applicants may include:

- Public and private research organisations
- Municipalities and other public authorities
- Infrastructure providers and operators
- Energy communities
- Non-profit organisations
- Technology and service providers
- Industry associations, clusters and innovation networks
- Other stakeholders relevant to the selected call module
Some call modules or national funding organisations require participation by industrial partners, end users or identified “need owners”.

Participation and module coverage vary between funding organisations. Organisations from other countries may participate as self-funded partners where permitted, but they do not count towards the minimum transnational consortium requirement.
Target TRL
The call generally targets medium-to-high technology readiness levels, approximately TRL 4–8, but the required starting and target TRLs vary between modules.
Some modules support earlier research beginning at TRL 2 or 3, while innovation-oriented and demonstration projects may progress towards TRL 6–8. Projects targeting TRL 9 may be ineligible under certain modules. Applicants must comply with both the module-specific and national funding organisation’s TRL requirements.
