Description
This Coordination and Support Action (CSA) aims to strengthen the resilience, transparency and competitiveness of the European Electronic Components and Systems (ECS) supply chain. The action will establish a comprehensive European supply chain intelligence and monitoring framework that improves understanding of dependencies, vulnerabilities and strategic opportunities across the semiconductor and ECS ecosystem. The project should support evidence-based policymaking, improve preparedness for future disruptions and contribute to Europe's technological sovereignty under the European Chips Act.

This is a one-stage call.
Eligible Types of Businesses
The call is open to organisations eligible under Horizon Europe and the Chips Joint Undertaking rules, including:
- SMEs
- Large enterprises
- Semiconductor manufacturers
- Electronic Components and Systems (ECS) companies
- Universities
- Research institutes
- Research and Technology Organisations (RTOs)
- Industry associations
- Public authorities
- Policy organisations
- Standardisation bodies
- Other eligible legal entities
Applicants should collectively demonstrate expertise in semiconductor value chains, industrial economics, market intelligence, supply chain analysis, strategic foresight and policy support.
Eligible Countries
Participation follows the standard Horizon Europe and Chips Joint Undertaking eligibility rules.
Funding is generally available to legal entities established in:
- EU Member States;
- EEA countries (Iceland, Liechtenstein and Norway);
- Horizon Europe Associated Countries;
- other countries eligible under Horizon Europe participation rules.
Additional security provisions and participation restrictions described in the Chips JU Work Programme apply where relevant.
Submission Conditions
- Coordination and Support Action (CSA).
- One-stage submission process.
- EU funding only (no national co-funding).
- Projects should focus on coordination, analysis, stakeholder engagement and strategic recommendations rather than technology development.
- The action should establish sustainable monitoring methodologies and facilitate cooperation across the European ECS ecosystem.
- Standard Chips JU and Horizon Europe admissibility, eligibility and evaluation rules apply.
Expected Outcome
Projects are expected to deliver:
- a comprehensive overview of the European ECS supply chain and its critical dependencies;
- methodologies and indicators for monitoring supply chain resilience over time;
- improved understanding of strategic vulnerabilities and potential disruption scenarios;
- recommendations supporting European policy development and industrial strategy;
- enhanced cooperation between industry, research organisations and public authorities;
- improved preparedness for future supply chain disruptions affecting critical electronic components and semiconductor technologies.
The project should establish sustainable mechanisms for continuous monitoring and evidence-based decision-making beyond the project lifetime.
Scope
Projects should establish a European framework for analysing and monitoring the ECS supply chain by addressing several of the following activities:
- mapping the European ECS and semiconductor value chain, including materials, manufacturing equipment, design, fabrication, packaging, testing and end-user industries;
- identifying critical dependencies, bottlenecks and supply chain vulnerabilities affecting Europe's semiconductor ecosystem;
- developing methodologies, indicators and digital tools for continuous monitoring of supply chain resilience;
- analysing strategic risks related to geopolitical developments, market concentration, critical raw materials and manufacturing capacity;
- supporting collaboration between industry, research organisations, policymakers and public authorities through information sharing and coordinated analysis;
- producing recommendations to strengthen European resilience, strategic autonomy and crisis preparedness;
- ensuring complementarity with existing European initiatives and Chips Act activities.
The action should provide robust analytical capabilities and practical tools to support long-term resilience of the European ECS ecosystem.
