Overall Description

Sustainable Mobility – Electric Bus Supply Chain (Mobilità sostenibile – Filiera degli autobus elettrici) is an Italian incentive managed by Invitalia to promote the green and digital transformation of the bus industry, with the objective of producing zero-emission and connected vehicles. It is complementary to the “PNRR electric buses” measure implemented through Development Contracts (Contratti di Sviluppo).

Following recent amendments to Italy’s National Recovery and Resilience Plan (PNRR), the measure is implemented within PNRR Investment M7-I12.

Funding Amount

  • Eligible investment programmes must have total eligible expenditure of between €1 million and €20 million.
  • Financial support may consist of:
    • A non-repayable grant;
    • Subsidised financing;
    • A combination of the two.
  • The amount of support depends on the type of project, location of the investment and size of the company. The total nominal amount of support may cover up to 75% of eligible expenditure, subject to applicable State-aid rules.
  • Following amendments to the PNRR, €25 million is allocated to this specific incentive, within the overall €100 million allocation for PNRR Investment M7-I12. This replaces the measure's previous allocation of €80 million under the former PNRR M2C2 Investment 5.3 framework.

Submission Deadlines

  • No fixed submissions deadline.
  • The incentive is currently active, and applications may be submitted on a rolling basis until the available resources are exhausted.

Submission Conditions

  • Applications must be submitted online through Invitalia's dedicated platform.
  • When submitting an application, companies must undertake to comply with the technical guidelines implementing the DNSH (“Do No Significant Harm”) principle. The applicable requirements vary according to the size of the investment and the size of the applicant company.
  • The proposed programme must have eligible expenditure between €1 million and €20 million and concern an investment implemented in Italy. Where industrial research, experimental development and/or training activities are included, these must accompany the underlying productive investment programme.

Eligible Types of Businesses

  • The incentive is open to Italian and foreign enterprises of all sizes.
  • Eligible businesses must implement the proposed investment project within Italy. Applicants may undertake productive investments as well as associated research, development and staff-training projects.

Eligible Countries

  • Italy 
  • Both Italian and foreign companies may apply, but the supported investment project must be implemented within Italian territory.

Expected Outcome

The measure aims to facilitate the green and digital transformation of the Italian bus industry, strengthening industrial capacity for the production of zero-emission and connected buses and related technologies.

Expected outcomes include greater production capacity for electric and hydrogen propulsion technologies, innovative bus architectures and components, charging infrastructure and smart-charging technologies, IoT applications, assisted-driving technologies, digital fleet-management solutions and predictive-maintenance systems.

Scope

The call supports productive investment plans in the bus industry aimed at the transition towards zero-emission propulsion and the green and digital transformation of the sector.

Eligible productive investments may concern:

  • Optimisation and production of electric traction systems, hydrogen fuel-cell systems or hydrogen internal-combustion systems;
  • Production of new bus architectures designed for electric or hydrogen propulsion, vehicle lightweighting and the digitalisation of vehicles and their components;
  • Production of components for public-transport vehicles and new Internet of Things (IoT) technologies for public transport;
  • Standardisation and industrialisation of refuelling and charging systems and development of smart-charging technologies for zero-emission electric buses;
  • Production of sensors and digital systems for assisted driving, fleet management, safety, continuous monitoring and predictive maintenance.

Productive investment may additionally be accompanied by:

  • Industrial research and/or experimental development programmes;
  • Staff training programmes, up to a maximum of 10% of the productive investment programme.
