The Federal Cabinet today adopted the Startup and Scaleup Strategy. With this strategy, the Federal Government is creating better framework conditions for innovative companies – from initial establishment through to international scaling.
Federal Minister for Economic Affairs and Energy Katherina Reiche stated:
“With the Federal Government’s Startup and Scaleup Strategy, we are laying the foundations for the next generation of German global market leaders. The strategy pursues three objectives: making it easier to start a business, accelerating growth, and keeping innovation in Germany. To achieve this, we are reducing bureaucratic hurdles, mobilising more private and public venture capital, and making it easier to establish companies directly out of scientific research. I would like to thank my fellow ministers for their excellent cooperation. We have created a truly collaborative effort.”
The strategy aims to improve financing conditions for startups and scaleups, particularly during the growth phase. It strengthens the transfer of research into market-ready business models, systematically reduces bureaucracy, and provides impetus for future technologies, such as artificial intelligence. For the first time, the Federal Government is also specifically addressing startups in the security and defence industry.
The strategy was developed in close consultation with the startup community. Around 300 submissions and the results of ten workshops were incorporated into its preparation. This demonstrates that the best solutions emerge through dialogue.
With around 150 measures, led by various federal ministries, the Federal Government is establishing reliable framework conditions for innovation, investment and growth. Implementation is intended to take place during the current legislative term and will be accompanied by transparent monitoring, including annual progress reports.
