The "Capacity Building Strand 2b (I3-2023-CAP2b)" call is part of the European Commission's Interregional Innovation Investments (I3) Instrument, aiming to enhance the capacity of regional innovation ecosystems in less developed regions to collaborate within EU value chains. Aligned with the New European Innovation Agenda, this initiative seeks to foster interregional cooperation among innovation actors, enabling their participation in other I3 Instrument calls, such as Strands 1 and 2a.

Projects are expected to:
- Create and reinforce interregional innovative and resilient ecosystems.

- Increase investment readiness and develop interregional business and investment plans.

- Build capacities to understand value chain articulation and implementation.
Scope
The call focuses on building capacity in less developed regions to strengthen their regional innovation ecosystems and value chains through coordinated and interlinked investments across multiple regions. It aims to improve the ability of public authorities and innovation intermediaries, such as clusters, to support companies in identifying investment portfolios on an interregional scale, particularly addressing EU challenges and promoting deep tech solutions.
