Digitalisation and Innovation for Resilient Marine Ecosystems, Businesses, and Communities to Strengthen the EU Blue Economy’s Competitiveness

This third joint transnational call of the Sustainable Blue Economy Partnership (SBEP) supports transnational research & innovation projects with a duration of 36 months.

What is funded & objectives:
Projects must address one of the following five priority areas:

  1. Digital Twins of the Ocean (DTOs) at sub-basin scale

  2. Transitioning the blue economy sectors and developing coexistence and marine multi-use infrastructures

  3. Climate-Smart Planning and Managing Sea-Uses at the Regional Level

  4. Blue Bioresources: sustainable fisheries and aquaculture, and new bio-based products

  5. Resilient Coastal Communities and Businesses

The overall objective is to drive the transition towards a climate-neutral, sustainable, productive, and competitive blue economy by 2030, while creating conditions for a sustainable ocean for people by 2050.

Projects must be impact-driven, following an impact pathway approach under a “theory of change” framework.

Who is funded / eligibility:

  • Transnational consortia of eligible partners from at least three different countries participating in the call, requesting support from at least three different funding organisations.

  • At least two independent legal entities from two different EU Member States or Horizon Europe Associated Countries must be eligible for EU funding.

  • Self-funded partners from other countries or regions may join but do not count toward minimum consortium size.

  • Applicants are strongly encouraged to involve stakeholders (SMEs, industry, public authorities, associations, and civil society organisations).

Expected Outcome

The policy goal is to enable a just and inclusive transition to a regenerative, resilient, and sustainable blue economy, supporting the transformation toward a climate-neutral, productive, and competitive blue economy by 2030, and creating conditions for a sustainable ocean for people by 2050.
(In essence: funded projects should contribute to systemic transformation across marine and maritime sectors, strengthen digitalisation and innovation, enhance ecosystem resilience, and improve business competitiveness.)

Scope

The call funds transnational R&I projects (36 months) addressing one or more of the five defined priority areas. Projects must be impact-oriented and propose a concrete impact plan.
Eligibility requires consortia across three or more participating countries and at least two EU or Horizon Europe-associated legal entities.
Projects are encouraged to involve multiple EU sea basins to assess scalability and replication.

The call pools national and regional funding from 38 organisations in 28 countries, combined with EU contributions.
Total estimated budget: about 43.5 million Euro.
