3rd Polish-German Call for Proposals for Joint Research and Development Projects

Description

The call supports joint Polish-German research and development (R&D) projects aimed at developing innovative products, processes, or technical services with strong commercialization potential. It is jointly implemented by:

  • Poland: National Centre for Research and Development (NCBR) via the INNOGLOBO programme
  • Germany: Federal Ministry for Economic Affairs and Energy (BMWE) via the Central Innovation Programme for SMEs (ZIM).

The programme promotes international cooperation to generate sustainable, market-oriented technological solutions.

Funding Amount

Poland (INNOGLOBO):

  • Minimum co-financing: PLN 300,000
  • Maximum co-financing: PLN 2,000,000 per project.

Germany (ZIM):

  • Each German company may apply for funding of up to €336,000, depending on company size and programme rules.

Financial Structure Requirements

  • Financial contributions must be balanced:
    • Polish partners: 30–70% of total consortium budget.
    • German/other foreign partners: 30–70% of total consortium budget.

Submission Deadlines

  • Call opening: 1 December 2025.
  • Submission deadline: 30 April 2026.
  • Funding decisions expected no later than 30 October 2026.

Submission Conditions

Applicants must:

  • Submit one joint proposal in English, signed by all consortium members.
  • Submit separate national applications to their respective funding agencies.
  • Polish applicants submit via NCBR’s LSI electronic system under INNOGLOBO rules.
  • German partners submit individual ZIM applications to AiF Projekt GmbH in German.
  • National regulations apply to consortium agreements and funding procedures.

Early consultation with funding agencies is strongly recommended.

Eligible Types of Businesses / Organisations

Mandatory Consortium Composition

  • At least:
    • One Polish company or research organisation, and
    • One German SME.

Additional Participants

  • Additional companies or research organisations may participate as partners or subcontractors.
  • Organisations from other countries may join but are not funded by this call.

Germany-specific Eligibility

  • SMEs with establishment in Germany are eligible.
  • Medium-sized firms (<1,000 employees) may participate if cooperating with an SME.
  • Research and technology organisations may participate as cooperation partners.

Eligible Countries

  • Poland and Germany are the primary eligible and funded countries.
  • Additional international partners allowed on a self-funded basis.

Expected Outcome

Projects should:

  • Deliver commercially viable, innovation-driven solutions and sustainable technologies.
  • Strengthen cross-border industrial cooperation and shared R&D capacity.
  • Translate applied research into market-ready applications.

Scope

The call invites bilateral R&D project proposals across all technology and application areas that:

  • Develop new or significantly improved products, processes, or technology-based services.
  • Are based on the international state of the art.
  • Lead to commercialization in domestic and/or global markets.
  • Demonstrate clear added value from Polish-German cooperation.
