Call for Reinforcing Europe’s Strength in Health

Description

This Innovation Action aims to strengthen Europe's leadership in digital health technologies by accelerating the industrial deployment of advanced Electronic Components and Systems (ECS) across the healthcare continuum. The call supports innovations that integrate chips, sensors, embedded software, AI and edge-to-cloud computing into healthcare solutions, enabling faster diagnostics, personalised treatments, continuous monitoring, remote care and more efficient healthcare delivery. It seeks to reinforce the European digital health ecosystem while improving resilience, interoperability and competitiveness.

Maximum EU budget for the topic

  • EUR 20 million

Expected EU contribution per project

  • Approximately EUR 20 million, although proposals requesting different amounts may also be submitted if appropriately justified.

Submission Deadlines

  • Call launch: 7 July 2026
  • Submission deadline (Full Project Proposal): 16 September 2026, 17:00 Brussels time

This is a one-stage call.

Eligible Types of Businesses

The call is open to organisations eligible under the Chips Joint Undertaking and Horizon Europe rules, including:

  • SMEs
  • Large enterprises
  • Medical technology companies
  • Semiconductor and electronics manufacturers
  • Digital health companies
  • AI and software developers
  • Universities
  • Research institutes
  • Research and Technology Organisations (RTOs)
  • Hospitals and healthcare providers
  • Medical device manufacturers
  • Other eligible legal entities

Projects are expected to bring together expertise spanning electronics, embedded systems, AI, healthcare technologies, clinical applications and industrial deployment.

Eligible Countries

Participation is limited to legal entities established in:

  • EU Member States;
  • EEA countries (Iceland, Liechtenstein and Norway);
  • Horizon Europe Associated Countries;
  • OECD countries;
  • Mercosur countries;
  • countries that have signed a Digital Partnership or Trade and Technology Council agreement with the European Union.

Entities controlled by non-eligible countries are subject to additional security requirements. Entities directly or indirectly controlled by China (or Chinese legal entities) cannot provide the required security guarantees and are therefore not eligible under the specific conditions of the call.

Submission Conditions

  • Innovation Action (IA).
  • One-stage submission process.
  • Co-funded with National Funding Authorities (NFA).
  • Projects should demonstrate a clear pathway towards industrial deployment and market uptake.
  • Solutions should adopt open standards, modular architectures and secure-by-design approaches.
  • Projects should contribute to European technological sovereignty, resilient healthcare systems and trustworthy electronics.
  • Maximum EU contribution to a single partner is limited to 30% of the total EU funding.
  • Standard Chips JU and Horizon Europe admissibility, eligibility and evaluation rules apply.

Expected Outcome

Projects are expected to deliver:

  • enhanced personalised monitoring, diagnosis and treatment through advanced ECS-based healthcare technologies;
  • improved prevention, early detection and proactive disease management using continuous monitoring and AI-driven predictive analytics;
  • more efficient, scalable and cost-effective healthcare systems through automation and intelligent clinical workflows;
  • secure, privacy-preserving healthcare solutions that comply with regulatory requirements, including GDPR;
  • seamless interoperability between healthcare devices, systems and platforms across the edge-to-cloud continuum using open standards and modular architectures.

These outcomes should contribute to faster deployment of digital health innovations while improving patient care, supporting healthcare professionals and strengthening Europe's health technology ecosystem.

Scope

Projects should develop and demonstrate integrated ECS-based healthcare solutions that address several of the following areas:

  • advanced wearable health technologies and biomedical monitoring systems (e.g. wearable biosensors, smart fabrics, continuous glucose monitoring, microfluidic patches and AI-supported patient monitoring);
  • medical imaging and biomedical research technologies;
  • edge-to-cloud healthcare platforms enabling secure data collection, analysis and decision support;
  • AI-enabled diagnostics, predictive analytics and personalised treatment solutions;
  • Hospitalisation at Home solutions and intelligent remote patient monitoring;
  • integrated medical devices supporting prevention, diagnosis, treatment and rehabilitation;
  • interoperable digital health platforms based on open standards and modular architectures;
  • secure-by-design healthcare systems ensuring data privacy, cybersecurity and GDPR compliance.

Projects should reduce fragmentation across healthcare systems, accelerate deployment of innovative digital health technologies, support interoperability and demonstrate clear pathways towards industrial uptake and market deployment.
