Safe and Sustainable by Design (SSbD) Bio-based Solutions for Home and/or Personal Care

Description

This flagship Innovation Action aims to accelerate the industrial-scale production and market uptake of Safe and Sustainable by Design (SSbD) bio-based solutions for the home care and personal care sectors. The call supports the deployment of first-of-a-kind industrial biorefineries that convert sustainable biomass into high-performance bio-based ingredients and products, reducing dependence on fossil-based chemicals while improving environmental performance, circularity and consumer safety. Projects should demonstrate commercially viable value chains capable of delivering products that comply with EU regulatory requirements and meet market performance expectations.

Funding Amount

  • Expected EU contribution per project: €20 million (indicative)
  • Total topic budget: €20 million
  • Expected number of funded projects: 1 flagship project
  • Funding rate
    • 60% of eligible costs for for-profit entities.
    • 100% of eligible costs for non-profit legal entities.

Submission Deadlines

  • Call opening: 23 April 2026
  • Submission deadline: 22 September 2026, 17:00 Brussels time (CET)
  • Submission model: Single-stage.

Submission Conditions

  • Horizon Europe Innovation Action (IA Flagship).
  • Single-stage application.
  • Projects must demonstrate industrial deployment reaching TRL 8 by project completion.
  • Mandatory Business Plan annex demonstrating commercial viability and replication potential.
  • Mandatory Multi-Actor Approach involving relevant industrial value chain stakeholders.
  • Mandatory application of the Safe and Sustainable by Design (SSbD) framework.
  • Environmental and safety assessments must be included.
  • Proposal must satisfy the CBE JU IKOP threshold of at least 20% of total eligible project costs.
  • Proposal Part B limited to 70 pages.
  • Standard Horizon Europe and CBE JU eligibility and evaluation rules apply.

  • Start-ups and scale-ups
  • Universities
  • Research organisations
  • Research and Technology Organisations (RTOs)
  • Non-profit organisations
  • Biotechnology and biomanufacturing companies
  • Chemical manufacturers
  • Cosmetics and personal care manufacturers
  • Home care product manufacturers
  • Ingredient and formulation suppliers
  • Biorefinery operators
  • Brand owners and retailers
  • Public authorities and other relevant value-chain stakeholders participating within consortia.

Eligible Countries

Eligible participants are legal entities established in:

  • EU Member States.
  • Horizon Europe Associated Countries.
  • Other countries eligible under the Horizon Europe Rules for Participation, where applicable.

Standard Horizon Europe eligibility rules apply.

Target TRL

  • Target TRL: TRL 8
  • Final product validation: TRL 6 or higher
  • Projects should demonstrate industrial-scale deployment of the production process by project completion.

Expected Outcome

Projects are expected to deliver:

  • Full industrial-scale biorefinery and value chains producing SSbD bio-based solutions for the home and personal care sector.
  • Wider availability of bio-based home and personal care products meeting both regulatory standards and technical performance requirements.
  • Reduced dependence on fossil-based ingredients used in detergents, cosmetics and household products.
  • Improved environmental sustainability through lower greenhouse gas emissions, increased circularity and safer chemical use.
  • Increased competitiveness and resilience of the European bio-based and consumer products industries.
  • Contributions to:
    • EU Biotechnology and Biomanufacturing Initiative.
    • Updated EU Bioeconomy Strategy.
    • Clean Industrial Deal.
    • European Chemicals policy.
    • Circular Economy objectives.

Scope

Projects should:

  • Demonstrate TRL 8 industrial production of SSbD bio-based solutions for home and/or personal care applications.
  • Develop innovative bio-based alternatives for one or more product categories, such as:
    • Home cleaning products
    • Laundry care products
    • Dishwashing products
    • Personal hygiene products
    • Cosmetics and personal care formulations
    • Functional bio-based ingredients (e.g. surfactants, polymers, emulsifiers, fragrances or other specialty ingredients).
  • Demonstrate the complete industrial biorefinery process, including relevant upstream and downstream processing where necessary.
  • Validate at least one final market-ready product at TRL 6 or above, demonstrating:
    • Technical performance comparable or superior to fossil-based alternatives.
    • Compliance with applicable regulatory requirements.
    • Improved sustainability and environmental performance.
  • Apply the Safe and Sustainable by Design (SSbD) framework throughout product and process development.
  • Assess environmental, human health and consumer safety impacts.
  • Address regulatory requirements and identify remaining regulatory barriers where relevant.
  • Apply a Multi-Actor Approach, involving stakeholders across the value chain, including raw material suppliers, manufacturers, brand owners, retailers and end users.
  • Include a robust business model and business plan demonstrating commercial deployment and replication potential.
  • Build upon previous Horizon Europe, Horizon 2020, BBI JU and CBE JU project results where appropriate.
