The device comprises at least one high-voltage cable, at least one ground cable, at least one plasma source, at least one gas supply, at least one grounded electrode, and at least one high-voltage electrode. It is characterized in that the high-voltage electrode consists of a flexible wire or electrically conductive thread, which is coated with a stretchable insulation layer and serves as the dielectric for the dielectric barrier discharge to be generated. This discharge simultaneously conforms to the contours of the body areas or surfaces to be treated and has a dielectric strength of at least 2 kV.
  2. Device according to claim 1, characterized in that the insulation layer for the high-voltage electrode consists of silicone, fluoropolymers, or aramids, preferably polyimides, which encase the flexible electrodes equidistantly.
  3. Device according to claim 2, characterized in that aromatic polyimides, preferably poly(4,4′-oxydiphenylene-pyromellitimide), are used.
  4. Device according to claim 3, characterized in that the aromatic polyimide contains inorganic fillers.
  5. Device according to claim 3, characterized in that Kapton®-CR is used as the insulation layer.
