This call aims to explore the operational and societal conditions necessary to complement the Operational Design Domain (ODD) of Connected, Cooperative, and Automated Mobility (CCAM) solutions through remote operations. Remote operations involve the external monitoring, assisting, and operating of automated driving systems by a human operator. Projects should develop comprehensive principles, guidelines, and requirements addressing operational complexities such as safety, cybersecurity, liability, privacy, certification, operator training, interoperability, and cross-border operations. The objective is to establish a standardized approach to extend the ODD of CCAM solutions. Proposals should identify critical infrastructure prerequisites, outline technical standards, and consider environmental impacts. Safety validation methodologies should be extended to remote operations to build trust among road users. Economic feasibility studies for at least two business cases should analyze costs, benefits, market potential, and scalability, providing clear value propositions for stakeholders. Understanding human factors, legal requirements, and working conditions for remote operators is crucial, addressing aspects like cognitive load, fatigue, stress, and essential skills. Projects should also develop policy and governance recommendations to establish or update legislation covering remote operations in CCAM.

• Identify critical infrastructure prerequisites and outline necessary technical standards.
• Extend safety validation methodologies to include remote operations.
• Conduct economic feasibility studies for at least two business cases.
• Understand human factors, legal requirements, and working conditions for remote operators.
• Provide policy and governance recommendations for legislation on remote operations.
Scope
• Explore operational and societal prerequisites for integrating remote operations into CCAM solutions.
• Address challenges related to remote monitoring, assistance, and control of automated driving systems by external human operators.
• Evaluate operational complexities such as safety, cybersecurity, liability, privacy, certification, operator training, interoperability, and cross-border operations.
• Focus on use cases in urban and rural public roads or confined areas, including transport of people, goods, or a combination of both.
