Continuation of the Quantum Technologies Flagship
The European Commission has announced the "Continuation of the Quantum Technologies Flagship" under the Horizon Europe program, aiming to reinforce Europe's leadership in quantum technologies. This Coordination and Support Action (CSA) focuses on several key objectives:
- Global Observatory Role: Systematically monitor and report on global advancements in quantum technologies, providing the European Commission and Member States with regular assessments and analyses of Europe's position relative to global competitors.
- Building on Existing Infrastructure: Leverage the achievements and infrastructure established by the current CSA to further elevate Europe's leadership in quantum technologies.
- Support for Flagship Projects: Offer comprehensive support to Flagship projects, researchers, and innovators, fostering synergies, knowledge sharing, and best practices.
- Communication Strategies: Develop and implement targeted communication strategies to raise awareness and understanding of quantum technologies across varied audiences, including students, specialists, and the general public.
- Sustainable Growth Promotion: Explore new applications and markets to ensure the dynamism and competitiveness of quantum technologies in Europe.
- Coordination Efforts: Serve as a pivotal entity for coordinating efforts between the EU and Member States, aligning national and European strategies, and enhancing international relations to strengthen Europe's stance in the global quantum landscape.
- Governance Assistance: Assist the Flagship's governance bodies and facilitate the integration of new structures or initiatives, ensuring a cohesive and efficient approach to advancing quantum technologies in Europe.
- Data Collection and Dissemination: Act as a globally oriented data observatory for quantum, systematically collecting data on patents, scientific publications, and market evolution, and disseminating this information to stakeholders, including the Commission and Member States.
- Service-Oriented Model: Propose a clear, service-oriented model detailing the CSA's offerings to various stakeholders, including research support, data business intelligence, strategic analysis, international collaboration facilitation, event organization, and communication activities.
The initiative encourages collaboration with existing projects and synergies with other relevant European, national, or regional initiatives and funding programs, such as the QUCATS project and quantum technologies-related projects from Horizon Europe, the EuroHPC Joint Undertaking, and the Chips Joint Undertaking.

Scope
- Act as a global observatory for quantum technologies, reporting on worldwide advancements.
- Publish five articles every two months highlighting EU success stories in quantum technologies.
- Build upon the established infrastructure by the previous CSA to support the European Commission and current and future projects within the Quantum Flagship.
- Develop comprehensive communication plans tailored to different target audiences.
- Coordinate actions between the EU, Member States, and international partners.
- Support the Flagship's governance structures and integrate new bodies or initiatives.
- Link to the activities of relevant standards development organizations.
- Collaborate with existing projects and develop synergies with other relevant European, national, or regional initiatives and funding programs.
- Contribute to spreading excellence across Europe, for example, through the involvement of EU Widening Countries.
