Deutsche Innovationspartnerschaft Agrar – German Agricultural Innovation Partnership (DIP)

Overall Description

The German Agricultural Innovation Partnership (Deutsche Innovationspartnerschaft Agrar – DIP) supports market-oriented innovations in agriculture and food production. It provides an open-topic, technology-neutral route for developing innovative products, processes and services that demonstrate clear functional advantages over existing solutions.

Projects must involve substantial commercial participation and focus on experimental development from TRL 5 toward market readiness. Technological and non-technological innovations are eligible.

Funding Amount

  • Total programme budget: Not specified.
  • Funding instrument: Non-repayable project grant.
  • Funding per project: No fixed minimum or maximum amount is specified.
    • Large enterprises: Up to 25% of eligible experimental-development costs.
    • Medium-sized enterprises: Up to 35%.
    • Small enterprises, including start-ups: Up to 45%.
    • Collaboration bonus: The company funding rate may increase by 15 percentage points where the conditions for effective collaboration are met.
    • Research organisations: Up to 100% of eligible expenditure for non-economic activities, subject to State-aid and cooperation conditions.

Submission Deadlines

Project outlines may be submitted twice each year:

  • 15 February, 23:59 CET
  • 15 August, 23:59 CEST

The next scheduled deadline is 15 February 2027 at 23:59 CET.

Submission Conditions

  • Applicants must contact the DIP office at BLE by telephone sufficiently early before submitting an outline.
  • The procedure is two-stage:
    1. Submission and competitive evaluation of a project outline.
    2. Submission of a full application following a positive assessment and invitation.
  • Outlines must be submitted electronically through the federal easy-Online portal.
  • Postal submission is not required.
  • The project description must be written in German and may contain no more than 10 A4 pages, excluding the cover page and annexes.
  • Projects must start at TRL 5 or higher.
  • A functional model should be available soon enough for TRL 6 to be achievable within approximately one development year.
  • The application must specify both the starting TRL and the target TRL.
  • The outline must include a work plan, resource plan, milestones, exploitation strategy, market-readiness pathway and justification for public funding.
  • A research-data-management plan and partner-specific financial documents are required.
  • SME-status declarations or equivalent declarations for large enterprises must be submitted where applicable.
  • Consortium outlines must be agreed by all partners and submitted by the consortium coordinator.
  • In collaborations with research organisations, companies’ combined total costs—including their own contribution and grant—must exceed the research organisations’ combined expenditure.
  • Projects must not duplicate a subject covered by a currently open thematic call under the BMLEH Innovation Programme.

Eligible Types of Businesses and Organisations

Primary applicants:

  • Start-ups.
  • Small enterprises.
  • Medium-sized enterprises.
  • Large enterprises.

Additional consortium partners may include:

  • Universities and higher-education institutions.
  • Public and private research organisations.
  • Research and knowledge-dissemination organisations.
  • Other commercial enterprises.
  • Associations, foundations and other organisations with an establishment in Germany.

Substantial commercial participation is mandatory. Research organisations cannot form a research-only consortium under DIP.

Eligible Countries

  • Germany
  • Eligible applicants and project partners must have an establishment or branch in Germany. International organisations without a German establishment are not identified as directly eligible beneficiaries.

Target TRL

  • Required starting level: At least TRL 5 – technology validated in a relevant environment.
  • Near-term milestone: TRL 6 should normally be achievable within approximately one development year.
  • Supported range: TRL 5–8.
  • Overall objective: Significant progression toward market readiness.

Expected Outcome

Projects should:

  • Significantly increase the technology or innovation readiness level.
  • Develop functionally superior products, processes or services.
  • Test and validate solutions in a relevant operational environment.
  • Establish a credible route to market readiness.
  • Demonstrate practical and economic relevance.
  • Address obstacles that have previously prevented commercialisation.
  • Strengthen innovation and competitiveness in Germany’s agricultural and food sectors.
  • Deliver solutions with clear benefits for users and viable market potential.
  • Contribute to relevant agricultural-policy objectives.

Scope

Projects may address innovations relating to:

  • Agriculture, horticulture, forestry, fisheries and aquaculture.
  • Food production and processing.
  • Agricultural machinery, automation and robotics.
  • Plant breeding, crop production and plant health.
  • Livestock farming, animal health and animal welfare.
  • Climate mitigation and adaptation.
  • Sustainable and organic agriculture.
  • Resource efficiency, biodiversity and environmental protection.
  • Bioeconomy and bio-based value chains.
  • Healthy and sustainable nutrition.
  • Digitalisation, artificial intelligence and data-driven agriculture.
  • Rural development and agricultural value chains.

Projects must contribute to current agricultural or food-sector challenges and should support up to two strategic research areas under the ministry’s agricultural-policy missions. If a dedicated thematic call is open for the same subject, applicants should apply under that call instead of DIP.
