Submission & evaluation process
Admissibility& Eligibility Criteria:
- The rules for participation and funding in the Open Calls are subject to the General Annexes to Horizon Europe for the Work Programme 2023-2025.
- Type of Activity: The use of the ENVELOPE Experimental facility is a compulsory requirement for all experimenters.
- Type of 3rd party: SME and/or large industry and/or Research Institute and/or Universities (maximum consortium 5 beneficiaries, 50% industrial partners i.e., SMEs or large industry)
Feasibility check:
The Feasibility Check is the preliminary step in the ENVELOPE Open Calls process running from 10 November, till 3 December 2025. Its purpose is to ensure that proposed projects align with the goals and resources available in the ENVELOPE Open Calls. Before applicants submit their full proposals, they are required to submit a short project summary and information about the targeted features and required resources. The consortium internal experts will review this information to assess the feasibility of the proposed project. If the project passes the Feasibility Check, applicants can proceed to the submission of a full proposal.
To perform the feasibility check, the required information must be sent to helpdesk@lists.envelope-project.eu, using the template provided at the Open Call tab of the ENVELOPE website (https://envelope-project.eu/open-call-2/ ) , by 3 December, 2025.
Submission:
Submissions to the first Open Call will be enabled on 4 December, 2025, and end on 4 February, 2025, at 17:00 CET time.
Selected projects are expected to start on 1 May, 2025. The ENVELOPE open call management platform (https://envelope-project.eu/open-calls/application-form/) must be used for all proposal submissions.
The proposals must be submitted by using the mandatory proposal template, available on the project website at https://envelope-project.eu/open-call-2/
Evaluation:
The project will involve independent experts, who are not part of the ENVELOPE consortium. The independent experts will perform the proposal evaluations, including their rating and ranking, in accordance with the requirements and objectives specified in the Open Call. All submitted proposals will be evaluated using criteria similar to Horizon Europe. Special attention is paid to the identification of potential conflicts of interest, addressing such cases in the review assignment phase.
Evaluation of the received proposals, final ranking, and decision on proposals to be funded, including notifications to the proposers, will be completed by end of March 2025, at the latest.

Further information
ENVELOPE is inviting large industry, SMEs, Universities and Research Institutes to undertake a set of beyond 5G (B5G) trials that will validate network exposure and programmability as an accelerator for the development and deployment of 5G-enabled CAM services (and beyond). A series of northbound standards-compliant i.e., LF CAMARA, ETSI MEC, APIs (and corresponding technical enablers) implemented in three European trial sites, provide a unique experimentation environment for applicants to realize the interaction of their applications with the B5G network, test in the field, and ultimately validate the associated benefits, while avoiding the complexity of direct interaction with the B5G core.
Submitted proposals must be focused on the impact the suggested project will have following its completion and implementation. Proposals with concrete business plans leading to mature solutions will be prioritized.
Important information on the Open Call conditions:
- Beneficiaries: Beneficiaries must be consortia composed of up to 5 legal entities (large industry and/or SME and/or University and/or Research Institute) with a minimum 50% of them being SME’s and/or large industry. Participants will be acting as technology providers and/or application providers for use case implementation. All organizations have to be established in any of the EU Member States and their Overseas Countries and Territories (OCT) or Horizon Europe Associated Country.
ENVELOPE partners, their affiliates, and employees—including persons working under employment contracts or similar to employment contracts — can NOT be involved in the grantees’ projects, nor can board members.
Applications for sub-projects previously funded by an SNS JU project Open Call will be rejected. Applicants must have not participated in a sub-project funded in ENVELOPE Open Call 1.
- Exclusion: Grants will not be awarded in the event of 1. Bankruptcy, winding up, court-administered affairs, creditor arrangements, suspended business activities, or other comparable procedures (including procedures that involve persons who have unlimited liability for the applicant’s debts). 2. Non-compliance with social security or tax obligations (including if such noncompliance is committed by persons with unlimited liability for the applicant’s debts). 3. Commission of grave professional misconduct.
- Countries: EU Member States and their Overseas Countries and Territories (OCT) or Horizon Europe Associated Countries see here. Following the Council Implementing Decision (EU) 2022/2506, as of 16th December 2022, no legal commitments (including the grant agreement itself as well as subcontracts, purchase contracts, financial support to third parties etc.) can be signed with Hungarian public interest trusts established under Hungarian Act IX of 2021 or any entity they maintain.
Affected entities may continue to apply to calls for proposals. However, in case the Council measures are not lifted, such entities are not eligible to participate in any funded role (beneficiaries, affiliated entities, subcontractors, recipients of financial support to third parties). In this case, co-applicants will be invited to remove or replace that entity /or to change its status into associated partner. Tasks and budget may be redistributed accordingly.
- Funding Support: Fixed Lump Sum per sub-project. The maximum funding per beneficiary is €60.000 and the maximum funding per sub-project is €300.000.
Task description
The OC projects shall:
- make use of at least 1 API and technology enabler developed by the ENVELOPE Consortium; and/or
- design, develop, integrate and validate a new standards compliant API/technical enabler, extending this way the functionality of the ENVELOPE platform.
In both cases the OC project must demonstrate the associated benefits in development, deployment and performance of a novel (CAM) vertical service.
Through this action the projects must:
- demonstrate the associated benefits in development, deployment and performance of a novel vertical service; and/or
- enhance the impact of the ENVELOPE platform by contributing to the range of use cases that can be supported and the ecosystem that can be created.
