Overall Description

This call supports international R&D&I projects developing technologies, products, services and processes for disaster preparedness, emergency response and post-disaster recovery.

Projects must contain a clear research and innovation component and go beyond routine humanitarian assistance, reconstruction, training or procurement. Solutions should be suitable for piloting, scaling and commercial deployment after project completion.

Funding Amount

Funding is awarded separately by participating national authorities. No common call-wide budget or grant amount is specified.

• Austria: Up to €3 million per project annually; companies generally receive up to 40%–60%, and research organisations up to 50%.
• Belgium – Flanders: Maximum €500,000; development projects receive 25%–60% and research projects 25%–70%.
• Chile: Maximum approximately CLP 220 million—around €220,000; companies receive up to 40%–80%, with an additional 10% for female-led companies.
• Lithuania: Total national budget of €900,000; maximum €300,000 per project; SMEs receive up to 60%–80% and research organisations up to 100%.
• Spain: Minimum eligible budget of €175,000 per company; loan financing up to 85%; no stated maximum.
• South Africa: Up to 50% of eligible costs.
• Türkiye: Total national budget of €2.5 million; maximum €500,000 per project; SMEs up to 75%, large companies up to 60%, and research organisations up to 100%.
• Ukraine: Maximum UAH 199,000 per project; research organisations and universities receive up to 100%.

Submission Deadlines

• Call opening: 8 June 2026.
• Eureka application deadline: 26 October 2026 at 17:00 CET.
• National funding procedures/decisions: Expected by 16 April 2027.
• Expected project start: 3 May 2027.

Selected national deadlines and requirements:

• Austria: 28 October 2026 at 17:00 CEST.
• Belgium – Flanders: 9 November 2026.
• Spain: 2 November 2026.
• South African applicants must contact DSTI at least 30 days before the Eureka deadline.
• Other national deadlines must be confirmed with the relevant authority.

Submission Conditions

• The consortium must contain at least two independent legal entities from at least two participating countries.
• The project must develop an innovative product, process or service with commercialisation potential.
• Projects must target at least one specific disaster application.
• Projects must begin at TRL 5 or higher.
• The project must have a civilian purpose.
• All partners must make substantive contributions and benefit from the results.
• No single organisation or country may account for more than 70% of the total project budget.
• Maximum project duration: 36 months.
• One joint application must be submitted in English through the Eureka SmartSimple portal.
• The submission must include:
  • Joint consortium application.
  • Individual partner forms.
  • Gantt chart.
  • Signed co-signature form.
  • Required national or regional annexes.
• National funding applications must also be submitted where required.
• A signed consortium agreement covering intellectual property and exploitation rights is required before project commencement.
• Funding remains subject to separate approval by each national authority.

The following are not eligible as standalone projects:

• Humanitarian-relief distribution.
• NGO-led operational activities.
• Awareness campaigns.
• Training without technology development.
• Procurement of off-the-shelf equipment.
• Routine infrastructure repair or reconstruction.

These activities may be included only where they support the testing, validation or deployment of an innovation developed within the project.

Eligible Types of Businesses and Organisations

Subject to national rules, eligible participants include:

• Start-ups.
• Small and medium-sized enterprises.
• Mid-cap companies.
• Large companies.
• Universities and higher-education institutions.
• Research and technology organisations.
• Public and private research institutes.
• Municipalities and public authorities.
• Emergency-response organisations.
• Hospitals and healthcare organisations.
• Civil-society and humanitarian organisations.

Projects must be led by organisations capable of conducting R&D and innovation. Public bodies, hospitals, municipalities and humanitarian organisations are particularly relevant as end users, pilot sites, validation partners or implementation partners.

Organisations from non-participating countries may join if they secure public or self-funding by the call deadline. However, the minimum consortium must include eligible partners from at least two participating countries.

Target Technology Readiness Level

• Minimum starting level: TRL 5.
• Basic research is outside the call’s scope.
• Projects should progress toward market-ready, deployable or scalable solutions.
• Commercial or operational implementation should be feasible within 24 months after project completion.
