Description

This call supports international R&D collaborations (via Eureka) aimed at developing solutions for sustainable cities. Projects should lead to the production or development of a product, process or service for commercialisation and implementation of project results.
It is positioned under the “Earth Cities” / sustainable cities thematic working group of the E5 Alliance, which includes 5 members: the Austrian Research Promotion Agency, Business Finland, Enterprise Singapore, Israel Innovation Authority and Vinnova. The Earth Cities working group aims to accelerate the development and scale-up of innovative technologies for carbon-neutral cities by facilitating cross-sector innovation and co-innovation between the public and private sectors among the E5 members.

The scope covers R&D projects for sustainable cities. Themes include (but are not limited to) built environment and advanced materials, energy, resource circularity, urban mobility and digital/AI tools for the city context.

Projects must be international and collaborative, under the Eureka Network Projects framework, involving at least two independent legal entities from at least two participating countries.

Funding Amount 

• The Swedish call: Total funding available: SEK 6 000 000.
• The maximum funding per project (Swedish side) corresponds to up to €272,000 for Sweden (approx.) (for participating Swedish organisations).
• Funding rates for Swedish participants: SMEs up to 50% of eligible costs, large companies up to 30%, universities/research institutes up to 100%.

Submission Deadlines

• Opens: 1 September 2025.
• Application deadline: 29 January 2026 at 14:00 CET.
• Decision expected: 1 July 2026.
• Project start date: from 1 October 2026 to 10 November 2026.
• Project latest end date: 2 October 2028.
• Maximum project duration: 24 months.

Submission Conditions

• Consortium must include at least one organisation from Sweden and at least one organisation from one of the other participating countries (Austria, Finland, Israel, Singapore) in the E5 call.
• Swedish participants apply via Vinnova’s portal according to Vinnova’s general terms and conditions for funding; the Eureka international application must be submitted (in English) including partner forms etc.
• State aid rules apply for Swedish participants engaged in economic activity: the European Commission’s GBER Article 25 for industrial research.
• The Swedish participant must be a legal entity eligible under Vinnova’s rules (costs incurred in Sweden).

Eligible Applicants

• Swedish companies (SMEs and large companies) are eligible.
• Swedish universities, research institutes are eligible (can receive up to 100% of eligible costs).
• International partners: organisations from other participating countries (Austria, Finland, Israel, Singapore) can participate in the consortium (not necessarily only companies; research organisations can be partners).
