Description
The Eureka Innowwide Call 4 supports innovative small or medium-sized enterprises (SMEs) to assess the feasibility of their innovations (product, process or service) for international market entry outside Europe. It funds “market feasibility projects” in which the SME works with a local partner in a target country to test and validate the technical, commercial, legal and socio-economic conditions for deployment of the innovation abroad.
The call is bottom-up (no thematic priority) and is open to any innovation sectors as long as the application is civil (non-defence) and aims at market feasibility rather than full R&D or commercial launch.
Funding amount
- Grant amount: up to € 60,000 per project (fixed grant).
- Support rate: up to 70 % of eligible costs. Given the fixed grant, eligible costs must be at least ~€ 86,000 to meet the 70% funding and ensure the SME co-funds the rest.
- Sub-contracting costs must be above zero.
- Total budget for Call 4: € 4,200,000 to fund approx. 70 projects.
Project details
- Project duration: 6 months.
- TRL requirement: there is no minimum TRL but the innovation’s TRL must not exceed 8 in the target country (and if further R&I is expected, TRL 7 is the indicative top limit) for this feasibility project.
- The call is open to any sector / no thematic focus.
Submission Deadlines
- Opening date: 25 September 2025.
- Submission deadline: 25 November 2025 at 14:00 CET (2 pm).
Submission Conditions
- Only one application per SME company per call is allowed.
- Application must include: the online form (in English), a work plan in the mandatory template, commitment from the local partner (main subcontractor) in the target country.
- The project must be implemented during the period, must last 6 months, and must include subcontracting of the local partner in the target country (costs > 0).
- If the SME has been funded under previous InnoWwide call(s), then when applying again they must target a different country than previously, and propose either a different innovative solution or a significantly different application of the same solution.
- The SME must be legally constituted, meet SME definition (EU recommendation 2003/361) and not be bankrupt, under difficulty, or have convictions for fraud or other irregularities.
- The only contractual beneficiary is the SME; the partner in the target country is subcontractor (not co-beneficiary).
Eligible Applicants
- Innovative SMEs (small or medium-sized enterprises) established in an eligible country.
- The partner in the target country may be a customer, supplier, research actor, technology developer or end-user, but acts as subcontractor (not as a project beneficiary) and hence is not directly funded by the call.
Eligible Countries
- SME applicant must be based in one of: EU Member States, Iceland, Israel, Norway, Switzerland, Türkiye, or United Kingdom.
- Target country (pilot market) must be outside Europe — generally Africa, North America, South America, Asia, Oceania.
Expected Outcome
After completion of the feasibility project, the SME should:
- Have a clearer understanding of the target market’s technical, regulatory, commercial and socio-economic environment and whether the innovation can be successfully deployed there.
- Be in a better position to take a strategic decision about international commercialisation or follow-on R&I cooperation in the target country.
- The expected outcome of the project must have a high impact in the chosen target country (pilot market).
Scope
- The project must be led by an innovative SME established in an eligible country (EU Member State, Iceland, Israel, Norway, Switzerland, Türkiye, or United Kingdom).
- The SME must select a target country (pilot market) outside Europe (e.g., Africa, Americas, Asia, Oceania) and engage a local partner (customer, supplier, research provider, technology developer or end-user) in that target country as the main subcontractor.
- The project must be a “market feasibility project”: activities to identify and assess key local technical/market/legal/socio-economic framework conditions in the target country that may favour or impede the deployment of the innovation. It may also be preliminary to a future international R&I or commercialisation project, but itself is focused on feasibility, not full scale development.
