Overall Description

EUROGIA2030 Call 31 supports international, market-oriented R&D&I projects developing low-carbon energy technologies. Projects should contribute to climate-change mitigation, environmental sustainability and sustainable economic growth.

The programme focuses on technologies supporting carbon-free energy, green mobility, smart cities, sustainable buildings, bio-resources and environmental protection. Projects must demonstrate commercialisation potential and clear added value from international cooperation.

Funding Amount

Funding is awarded separately by participating national or regional authorities. Funding may be provided as grants, loans or combined financing. Examples of published national conditions include:

• Austria: SMEs up to 50%–60%; large companies up to 40% grant or combined grant-and-loan financing; research organisations up to 50%.
• Belgium – Wallonia: Small companies up to 80%, medium-sized companies up to 75%, and large companies up to 65%.
• Canada: SMEs up to 50%.
• France: Loan financing up to €3 million per project; start-ups up to 80% and SMEs up to 60%.
• Hungary: HUF 20–70 million; SMEs generally up to 60%–80%.
• Ireland: Companies up to 15%–60%; research organisations up to 100%, capped at €250,000 per organisation.
• Lithuania: Maximum €300,000 per project.
• Poland: Maximum PLN 1 million for one Polish applicant or PLN 2 million for a Polish consortium.
• Portugal: Small companies up to 80%, medium-sized companies up to 55%, and research organisations up to 85%.
• Singapore: Start-ups and SMEs up to 70%; large companies up to 50%.
• South Africa: Maximum €300,000 per project and up to 50% of eligible costs.
• South Korea: Up to KRW 500 million annually and KRW 1.5 billion over three years.
• Türkiye: SMEs up to 75%; large companies up to 60%.
• United Kingdom: Small companies up to 70%, medium-sized companies up to 60%, large companies up to 50%, and research organisations up to 30%.

Funding information for several participating countries remains subject to confirmation.

Submission Deadlines

• Call opening: 1 July 2026.
• Submission deadline: 29 October 2026 at 17:00 CET.
• First-time applicants submit a Project Outline.
• Full Project Proposals may be submitted only following an invitation from EUROGIA2030.
• Separate national application deadlines may apply.

Submission Conditions

• The consortium must contain at least two independent legal entities from at least two Eureka countries.
• The project must represent genuine international R&D cooperation.
• Projects must develop an innovative product, process or service with commercialisation potential.
• Projects must have a civilian purpose.
• No single organisation may account for more than 70% of the overall project budget.
• No single country may account for more than 70% of the overall project budget.
• Applications must be submitted through the EUROGIA2030 Cluster Projects Portal.
• First-time project applications must be submitted as a Project Outline.
• A Full Project Proposal can be submitted only when invited.
• Full proposals must include the required partner forms and Declaration of Acceptance.
• Each participant must apply separately to its national or regional funding authority.
• Applicants should contact their national funding authority before submitting.
• The EUROGIA2030 Label is required for national funding but does not guarantee financial support.
• National authorities independently evaluate eligibility, financial capacity and funding.
• A consortium agreement covering intellectual property, exploitation and partner responsibilities is normally required before implementation.

Eligible Types of Businesses and Organisations

Subject to national funding rules, eligible participants include:

• Start-ups.
• Small and medium-sized enterprises.
• Mid-cap companies.
• Large companies.
• Energy producers and utilities.
• Clean-technology developers.
• Engineering and technology companies.
• Universities and higher-education institutions.
• Research and technology organisations.
• Public and private research institutes.
• Relevant public bodies and end-user organisations.

Industry participation is central. Research organisations may participate as directly funded partners or subcontractors, depending on national rules.
