Funding Call: develoPPP Classic – Project Funding for Companies

Description

The develoPPP Classic programme is a funding instrument of the German Federal Ministry for Economic Cooperation and Development (BMZ) that supports established companies seeking to invest sustainably in developing or emerging countries while expanding their local business activities. Projects must align commercial objectives with development-policy relevance, generating sustainable benefits for local populations alongside long-term business gains.

Funding Amount

  • Funding per project: €100,000 to €2 million.
  • Public funding share: Up to 50% of total project expenditure, with the company contributing at least half of the costs.

Submission Deadlines

  • Projects are selected through idea competitions held twice per year.
  • Current round deadline: 31 March 2026.

Submission Conditions

To qualify, companies must:

  • Provide at least 50% co-financing of project costs.
  • Demonstrate sufficient financial and personnel capacity for implementation.
  • Meet the following minimum criteria:
    • At least 8 employees
    • Annual turnover of at least EUR 800,000
    • At least two audited annual financial statements
    • Positive net income and adequate equity/liquidity to cover the company contribution

Projects are implemented with support from programme partners such as GIZ or DEG Impulse.

Eligible Types of Businesses

Eligible applicants are established private-sector companies (not start-ups under this specific scheme).
They must be financially stable and capable of co-investing and implementing international projects.

Eligible Countries

  • Companies must be based in the EU, EFTA, or OECD-DAC countries.
  • Projects must be carried out in developing or emerging countries (programme operates in 60+ countries worldwide).

Expected Outcome

Funded projects are expected to:

  • Achieve a long-term commercial objective for the applying company while
  • Deliver sustainable development benefits to local communities (e.g., skills development or sustainability standards).

The programme aims to foster responsible private-sector engagement that contributes to economic and social development in partner countries.

Scope

The programme is content-flexible and supports projects across a wide range of sectors and thematic areas. Examples include:

  • Training and qualification of local professionals
  • Piloting innovative technologies or demonstration plants
  • Sustainable expansion of supply chains
  • Improvement of environmental and social standards

All supported initiatives must combine entrepreneurial interest with measurable developmental impact.
