Improved Cyber Defence Operations Capabilities

The dynamic and effective integration of cyberspace into military operational domains presents an intricate and urgent matter for the EU Member States and EDF Associated Countries defence community. This challenge requires new strategies, concepts, architectures, processes, and capabilities to fully integrate cyberspace into military operations. Cyberspace is conceptualised as a dynamically distributed and interconnected domain, where operations unfold in an intangible and rapidly evolving landscape, requiring distributed decision-making and cross-domain coordination.

The objective of this funding call is to develop state-of-the-art, effective, and reliable solutions that automate and enhance EU Member States' and EDF Associated Countries' military cyberspace operations in a distributed manner. It aims to synchronise kinetic and cyber exercises across domains, providing multiple dilemmas to adversaries and strengthening cyber defence capabilities.

The call seeks to consolidate existing national and EU initiatives and projects to address cyberspace challenges and assist cyberspace integration in military operations. This includes leveraging artificial intelligence, distributed sensor networks, cloud computing, data fusion, and serious wargaming simulations to enhance cyber force multiplication, cyber command augmentation, and self-adaptive protection.

Projects should focus on designing and prototyping solutions that:
- Enhance mission-centric cyber operations by reducing human intervention and improving mission planning and execution.
- Enable the exchange of information, ensure interoperability, and support lifecycle management.
- Prototype cyber solutions involving stakeholders from relevant EU Member States and EDF Associated countries.
- Conduct optional large-scale testing and demonstration supported by national and EU end-users.

The expected impact includes improved efficiency and adaptability for distributed cyber operations, enhanced incorporation of emerging technologies, and a stronger European Defence Technological and Industrial Base (EDTIB) in cyber defence. The call also aims to improve interoperability and promote cooperative efforts aligned with the EU Policy on Cyber Defence (EPCD).
