This call aims to develop new methods and techniques for constructing, managing, maintaining, and repairing transport infrastructures to increase climate resilience and lower emissions. Projects should cover the entire life cycle of transport infrastructures, including sourcing of materials, construction, maintenance, operation, and decommissioning. Objectives include reducing pollutant emissions by at least 30%, using at least 50% recycled materials, and increasing climate resilience to extreme weather and human-caused events. Validation of proposed solutions should be carried out in at least two large-scale demonstrations covering at least two different transport infrastructure types located on at least two different Trans European Transport Network (TEN-T) corridors.
Opening Date: 16 September 2025
Deadline: 13 January 2026

This funding opportunity represents a pre-agreed draft that has not yet been officially approved by the European Commission. The final, approved version is expected to be published in the first quarter of 2025. This draft is provided for informational purposes and may be used to preliminarily form consortia and develop project ideas, but it is offered without any guarantees or warranties.
Expected Outcome
Projects are expected to demonstrate combined solutions achieving targets like using at least 50% recycled materials, reducing pollutant emissions by at least 30%, and increasing climate resilience. They should provide structured analysis and recommendations on EU standards and public procurement adaptations, and produce guidelines on sustainable and resilient infrastructure construction.
Scope
The call focuses on developing innovative construction and maintenance methods for transport infrastructures to enhance sustainability and resilience. Proposals should address new materials and techniques, apply innovative materials like green asphalt and cement, and consider nature-based solutions to minimize environmental impact. Projects should analyze EU standards and propose adaptations to public procurement rules to include sustainability and resilience criteria.
