Powerful innovation networks can enhance the innovation capacity and competitiveness of small and medium-sized enterprises (SMEs) in particular. By strengthening and professionalizing these networks, the goal is to promote knowledge formation, knowledge and technology transfer, and to foster intensive cooperation between businesses and with research institutions. This support contributes to regional development based on each region’s unique strengths.

The funding takes the form of a non-repayable grant. Depending on the funding basis, up to 40% of eligible costs are supported in structurally weak regions (SER), up to 50% in transitional regions (ÜR) under the General Block Exemption Regulation (AGVO), and up to 60% under the De-minimis Regulation. Operating aid under AGVO may be granted for up to 10 years. Eligible expenditures include personnel and material costs incurred by the network manager for managing the network. Project durations can range from one to three years, and reapplication is possible.

The program supports the management of innovation networks to facilitate cooperation, information exchange, and provision of tailored support services to companies. Additional eligible actions include outreach activities to increase visibility and participation in the network, administrative management, organization of training events, workshops, and conferences, as well as support for regional and transnational cooperation. Activities specifically aimed at initiating and supporting applications for AGVO-funded projects in transitional regions are also covered.

Network partners' expenditures are not eligible. Double funding from other public support programs for the same purpose is not allowed.

Applicants must be legal entities or consortia acting as the network operator. Funding depends on regional classification:

- In SER regions: Up to 40% of eligible expenses, with a maximum of 150,000 € per year, and at least 50,000 € of eligible expenses per funding year.
- In ÜR regions (AGVO): Up to 50% of eligible expenses, max. 150,000 € annually, with at least 30,000 € eligible per year.
- In ÜR regions (De-minimis): Up to 60% of eligible expenses, minimum 30,000 € per year.

Projects must align with the regional innovation strategy (RIS3) for smart specialization in Lower Saxony. Eligible sectors include mobility, life sciences, energy technologies and systems, agriculture and food, new materials, production technology, maritime economy, and the cross-sectoral field of digital economy.
