This funding call aims to address one of the most critical needs in modern military training by leveraging Live, Virtual and Constructive (LVC) technologies to create a realistic, cost-efficient multi-domain operations (MDO) training environment in a multi-national context. The call emphasizes the importance of live training as a key factor in realistic training for joint operations, while also recognizing the challenges associated with live exercises – such as limited access to training areas, restricted availability of real assets, and the need to safeguard sensitive tactical information. The proposed solution integrates real platforms (Live), simulators (Virtual) and computer-generated players and targets (Constructive) to overcome these limitations and facilitate effective training for both live and virtual participants.

The proposal should focus on designing and evaluating training solutions that enhance training realism, interoperability, and overall operational efficiency. In doing so, applicants are expected to identify current challenges and research gaps within the LVC training landscape and then select specific use cases that can benefit from an increase in the maturity of the LVC training paradigm. A significant part of the project involves developing a roadmap for an interoperable, flexible, and cost-effective MDO LVC training capability that capitalizes on existing training environments and ongoing LVC initiatives.

Furthermore, the call requires the development of an LVC Reference Architecture to integrate Virtual and Constructive simulations into live training environments. This includes establishing open system architectures and standardizing data exchange to facilitate seamless integration of various systems – ranging from traditional manned combat platforms to emerging unmanned assets – thereby enabling a common entry point for proprietary systems. The proposal should also incorporate modern technologies such as eXtended Reality (XR), Big Data, Artificial Intelligence (AI), cloud solutions, and tactical data links, which are essential for enhancing training realism, situational awareness, and decision support in dynamic tactical environments.

Additional expected tasks include the design and demonstration of innovative training scenarios that simulate complex MDO combat environments in a multi-national context, as well as the evaluation of these scenarios to determine their training value. Proposals should also investigate the potential of live training areas within the EU to adopt LVC technologies, setting the stage for a future integrated European training facility. Importantly, the project is expected to align with NATO standards and be adaptable for coalition operations, ensuring that the interoperability solutions developed can be extended to various military contexts.

By addressing these challenges, the outcome of the project is anticipated to boost the effectiveness and efficiency of both live and virtual training systems, reduce operational risks, and provide enhanced support for decision-making processes during complex tactical operations. Ultimately, this initiative will play a key role in harmonizing simulation technologies across the European defence landscape and promoting standardization and interoperability among EU Member States and EDF Associated Countries.
