The 'MikroSTARTer Niedersachsen' program, co-financed by the EU and managed by the NBank and the State of Lower Saxony, aims to support business start-ups and business successions, particularly micro-enterprises, across the region. The goal is to secure livelihoods, create or preserve sustainable employment and training opportunities, and provide a pathway into employment for those transitioning from unemployment or inactivity.

The program provides unsecured microloans of up to 40,000 € with a financing rate of up to 100% of eligible project costs. The loan helps cover expenses related to the establishment, expansion, or growth of businesses, such as investments, operating resources, and training costs. Projects that have already started before approval are excluded. Restructuring, refinancing of completed projects, and land acquisition are not eligible.

Eligible applicants include individuals planning full-time or part-time business start-ups or company successions with a business location in Lower Saxony, as well as SMEs in their first five years of operation. Companies involved in the primary production of agricultural products are excluded.

Loan terms include a 7-year maturity, a fixed nominal interest rate of 4.0% annually, and repayment starting after a 12-month grace period. The loan is disbursed in full after approval and must be claimed within three months. Early repayment is possible without penalty.

Applicants must present a business plan, financing plan, and demonstrate relevant professional and commercial qualifications. A pre-application consultation with a certified advisory body is mandatory. Applications are submitted online via the NBank customer portal before starting the project.

The program aims to strengthen entrepreneurial activity, especially among those with limited access to traditional credit, and to foster innovation and employment throughout Lower Saxony.
