On-orbit Operations and Services

The European Defence Fund (EDF) has announced the 'On-orbit Operations and Services' call (EDF-2025-DA-SI-SPACE-3OS), aiming to enhance the European Union's capabilities in space defence operations. This initiative seeks to develop dual-use by-design demonstrators of space systems, subsystems, and related key technologies, ready for In-Orbit Demonstration/Validation (IOD/IOV). The focus is on enabling defence users to perform on-orbit operations and services on their satellites, addressing the evolving threat environment in space. The call encourages proposals that build upon or integrate results from previous EU-funded civilian projects, emphasizing synergies to optimize investments and avoid unnecessary duplication. The initiative aims to pave the way for future European on-orbit operations and services, enhancing the ability of EU Member States' armed forces to conduct operations and act in space, thereby enabling responsive space capabilities.

The expected outcomes include: - Paving the way for future European on-orbit operations and services capable of handling security and defence satellites. - Enhancing the ability of EU Member States' armed forces to conduct operations and act in space, enabling responsive space capabilities. - Optimizing investments by leveraging synergies with past, ongoing, and future EU civilian Research & Innovation in the field of in-space operations and services.

Scope

The call focuses on: - Proposing detailed Concepts of Operations (CONOPS) and conducting feasibility analyses for on-orbit operations and services, considering dual-use by design and relevant High-Level Requirements from Horizon Europe. - Designing solutions that leverage civilian developments to provide defence capability planners with potential in-orbit demonstration solutions. - Developing technological and capability demonstrators (Technology Readiness Level 6) of systems or subsystems designed to perform on-orbit operations and services on current and planned satellites owned by EU Member States and EDF Associated Countries' Ministries of Defence.
