POLNORIS – Applied Research and Innovation Programme

Description

POLNORIS is a bilateral R&D funding programme under the EEA and Norway Grants 2021–2028, managed by the National Centre for Research and Development (NCBR). The programme aims to strengthen excellence in applied research and research-based innovation in Poland while fostering long-term cooperation with research organisations from the Donor States (Norway, Iceland and Liechtenstein). The call is bottom-up (thematically open) but all projects must contribute to at least one of the EEA priorities:

  • Green transition
  • Democracy, rule of law and human rights
  • Social inclusion and resilience

Projects are expected to generate innovative solutions with scientific, economic and societal impact while strengthening international research collaboration.

Funding Amount

  • Grant per project:
    • Minimum: 4,242,600 PLN (1,000,000 EUR)
    • Maximum: 7 424 550 PLN (1,750,000 EUR)
  • Total programme budget: 296 982 000 PLN (70 million EUR)
  • Funding intensity depends on:
    • Applicant type (enterprise or research organisation).
    • Type of activity (industrial research or experimental development).
    • Applicable State Aid rules.
  • Research organisations may receive funding in accordance with programme rules, while enterprises are funded according to the applicable State aid intensity.

Submission Deadlines

  • Call publication: 17 June 2026
  • Call opening: 17 September 2026 (10:00 CEST)
  • Submission deadline: 17 December 2026 (15:00 CET)
  • Results of the call: June 2027
  • Funding decisions: June 2027
  • Signing project contracts: June 2027 – December 2027
  • Final date for eligiblity of costs: 30th April 2031

Submission Conditions

  • International consortium is mandatory.
  • Consortium must include:
    • At least one Polish Project Promoter, and
    • At least one research organisation from Norway, Iceland or Liechtenstein.
  • Project duration: up to 36 months.
  • Applications must be submitted electronically in English through the NCBR online system.
  • Costs requested by partners from the Donor States may not exceed 40% of the total eligible project costs.
  • Only industrial research and experimental development activities are eligible for funding.
  • Standalone work packages dedicated solely to project management, dissemination or coordination are not eligible; these activities may only be included as eligible costs within research work packages.

Eligible Businesses

Eligible Project Promoters:

  • Research organisations established in Poland.
  • SMEs established in Poland.
  • Large enterprises established in Poland.

Eligible project partners:

  • Research organisations.
  • Universities.
  • SMEs.
  • Large enterprises.
  • Public sector organisations.
  • NGOs.
  • Other public or private, commercial or non-commercial legal entities established in:
    • Poland,
    • Norway,
    • Iceland,
    • Liechtenstein.

Participation of organisations from third countries is permitted only on a self-funded basis.

Eligible Countries

Eligible applicants and partners may be established in:

  • Poland (mandatory Project Promoter).
  • Norway.
  • Iceland.
  • Liechtenstein.

Partners from other countries may participate only without receiving programme funding.

Expected Outcome

Projects are expected to deliver:

  • High-quality applied research and innovation outcomes.
  • New or significantly improved technologies, products, services or processes.
  • Stronger bilateral cooperation between Poland and Norway, Iceland and/or Liechtenstein.
  • Increased commercialisation and uptake of research results.
  • Enhanced competitiveness of Polish industry and research organisations.
  • Long-term scientific partnerships between Polish and Donor State institutions.
  • Contributions to one or more EEA Grants priorities:
    • Green transition.
    • Democracy and human rights.
    • Social inclusion and resilience.

Scope

Projects should:

  • Conduct industrial research and experimental development activities.
  • Address at least one of the three EEA Grants priority areas:
    • Green transition
    • Democracy, rule of law and human rights
    • Social inclusion and resilience.
  • Develop innovative products, processes or services with clear commercialisation and/or societal impact potential.
  • Strengthen long-term research and innovation collaboration between Polish organisations and partners from the Donor States.
  • Encourage:
    • Interdisciplinary research.
    • Participation of early-career researchers.
    • Involvement of non-academic stakeholders.
    • Valorisation and practical exploitation of project results.
  • Projects may cover any scientific or technological field provided they align with the programme objectives. Only industrial research and experimental development are eligible for funding; standalone coordination, dissemination or management work packages are not eligible as separate funded activities.
