Qualification and Establishment of Continuing Education Mentors

The German Federal Ministry of Education and Research (BMBF) supports projects aimed at increasing participation in vocational continuing education by qualifying and establishing Continuing Education Mentors (WBM) in companies and inter-company contexts. This measure contributes to the National Continuing Education Strategy (NWS) and addresses challenges posed by demographic change, digital transformation, and social-ecological developments.

The funding call builds upon the proven success of earlier projects (2020–2024), which demonstrated that peer-based mentoring effectively increases training participation, particularly among low-qualified employees and within small and medium-sized enterprises (SMEs). The new call aims to scale up the approach in both scope and quality.

Funded activities include:
- Establishing WBMs within companies (A1), especially where no WBM structures exist.
- Setting up external WBMs in regional or sectoral structures (A2), such as chambers or training networks, who assist SMEs in promoting continuing education.
- Developing and implementing qualification programs for WBMs (B) aligned with regional or sector-specific needs.

Eligible applicants include public and private legal entities such as industry associations, chambers, educational institutions, and recognized research organizations. Cooperation with the Federal Institute for Vocational Education and Training (BIBB) is mandatory. Projects must contribute to regional or sectoral transformation by involving relevant stakeholders and aim at the long-term sustainability of mentoring structures.

Grants are awarded as non-repayable subsidies for up to 36 months. The maximum eligible funding is 800,000 € for consortium projects and 400,000 € for individual projects. Activities may include personnel costs, travel, and project-specific materials and services essential to project success. Non-eligible costs must be covered by the applicant's own resources and declared in the financial plan.

The call follows a two-stage application process: (1) submission of project outlines, and (2) full applications upon invitation. All proposals must be submitted via the easy-Online portal.
