The SEA-EU Joint Funding Scheme (JFS) is a multilateral programme that supports collaborative research and innovation projects between Southeast Asia and Europe. The 2025 call (10th edition) aims to strengthen bi-regional cooperation in science, technology and innovation by supporting joint research addressing shared societal and technological challenges.
The call invites proposals in two thematic areas:
- New Materials and Green Transition
- Climate-Resilient Smart Agriculture using Artificial Intelligence (AI) and Internet of Things (IoT).
Projects are evaluated through an international peer-review process, and funding is provided by the participating national funding agencies according to their national rules. The Fund for Scientific Research – FNRS (Belgium) participates in both thematic areas and funds the Belgian partners involved in selected international consortia.
Funding Amount
Funding for Belgian partners is provided by F.R.S.–FNRS under its international research project scheme (PINT-MULTI).
- Maximum funding: €100,000 per project
- Project duration: up to 3 years
Eligible costs include:
- Running costs (travel, workshops, consumables)
- Small equipment
- Personnel costs (within the budget limits)
Overheads:
- Operating expenses: up to 1% within the granted budget
- Personnel overheads: up to 2% outside the granted budget
Due to the budget limit, funding typically cannot support a full 4-year PhD position, so alternative funding may be required if a PhD is involved.
Submission Deadlines
- Call opening: December 2025
- International pre-proposal submission deadline: 31 March 2026 (12:00 CEST)
- F.R.S.-FNRS: Deadline for e-space pre-proposal submission (F.R.S.-FNRS obligation): April 7, 2026, 2:00 p.m. CEST
Eligible Applicants
- Researchers affiliated with universities or research institutions in the Wallonia-Brussels Federation (FWB).
- Researchers holding positions such as:
- Permanent FNRS researchers (e.g., Chercheur qualifié, Maître de recherches, Directeur de recherche), or
- Tenure-track or equivalent research positions at an eligible FWB institution.
Additional FNRS restrictions:
- FNRS funds basic research only (low Technology Readiness Levels).
- Industrial/private sector partners cannot receive FNRS funding, although they may participate in the consortium.
- Clinical trials are not eligible for FNRS funding.
Eligible Countries
The call supports international consortia involving partners from Southeast Asia and Europe.

- Switzerland – Swiss National Science Foundation (SNSF) - 1, 2
- Thailand – National Research Council of Thailand (NRCT) - 2
- Thailand – Program Management Unit for Human Resources & Institutional Development, Research and Innovation (PMU-B) 2
- The Philippines – Philippine Council for Industry, Energy and Emerging Technology Research and Development (PCIEERD) 1
- The Philippines – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) 2
- Türkiye – Scientific and Technological Research Council of Türkiye (TÜBITAK) - 1, 2
Each partner must apply for funding through their respective national funding agency.
Submission Conditions
Consortium requirements
- Projects must involve a minimum of three partners from three different countries.
- The consortium must include partners from both Southeast Asia and Europe.
FNRS-specific requirements
- Belgian applicants must submit:
- The international proposal through the PT-Outline submission platform.
- A separate administrative application in the FNRS e-space system within 5 working days after the main deadline.
- Applicants must comply with FNRS PINT-MULTI regulations for international research projects.
Expected Outcome
The call aims to:
- Support multilateral research and innovation projects between Southeast Asia and Europe.
- Develop innovative technological and scientific solutions in the thematic areas.
- Promote long-term research partnerships between institutions in the two regions.
- Address shared global challenges such as sustainability, climate change, and digital transformation.
Scope
The call supports bi-regional collaborative research and innovation projects that address one of the two thematic areas.
Topic 1: New Materials and Green Transition
- Development of advanced materials contributing to sustainability and environmental transition.
- Materials for energy technologies, electronics, medicine, cooling technologies, and other applications relevant to the green transition.
Topic 2: Climate-Resilient Smart Agriculture using AI and IoT
- Application of AI and IoT technologies to improve agricultural productivity and resilience.
- Solutions addressing climate change impacts on agriculture.
Projects must strengthen scientific cooperation between Southeast Asia and Europe, foster new partnerships, and develop innovative research solutions addressing global challenges.
