This Coordination and Support Action (CSA) aims to unify stakeholders across software, hardware, computing, telecommunications, artificial intelligence, and cloud sectors to develop comprehensive end-to-end infrastructures. The initiative focuses on integrating devices, network computing, and communication capabilities to establish a cohesive technology roadmap that aligns both supply and demand perspectives. By fostering collaboration among diverse communities, the CSA seeks to ensure that supply-side large-scale pilots (LSPs) incorporate requirements from various applications and user communities. The project encourages the development of scalable demonstrations based on supply-side advancements and future Horizon research actions. It aims to assist stakeholders across the value chain—including telecoms, software providers, and middleware stack providers—in converging towards a modular and flexible approach for telco-edge-cloud infrastructure and services. The CSA intends to establish mechanisms for exchange, collaboration, and shared governance to facilitate smooth cooperation between supply and demand-side activities. This includes the development of the Open Europe Stack, promoting a common platform approach among industrial actors, and creating a repository of largely open-source building blocks with accompanying maintenance and support services. Ultimately, the action aspires to consolidate priorities, maximize benefits across different demand perspectives, and ensure alignment of strategies and roadmaps in line with EU policies, thereby fostering a robust and integrated technological ecosystem.

Scope
- Consolidate priorities across various demand perspectives for key infrastructure services.
- Align demand and supply-side strategies with EU policies, contributing to the White Paper on communication infrastructures.
- Coordinate the work of supply-side pilots and the Open Europe Stack.
- Deliver open-source Telco Edge Cloud building blocks to facilitate cooperation between supply and demand-side LSPs.
- Ensure these open-source modules align with industrial interests and initiatives like Sylva and CAMARA.
- Provide a feedback loop between demand-side developments in relevant verticals and supply-side endeavors.
- Establish a foundation for exploiting European technology developed under the 3C initiative as alternatives to platforms led by large multinationals.
- Identify paradigm shifts in vertical domains such as virtual worlds, mobility, communities, or energy.
- Assess monetizing edge computing and interoperability of middleware and software frameworks through market and ecosystem trend scouting.
