This funding program aims to strengthen the framework for innovation and industrial development in Lower Saxony by supporting non-university research institutions with targeted infrastructure investments. The initiative helps create favorable conditions for companies to develop and implement new product and process ideas. It provides support for the expansion and modernization of industry-relevant research infrastructure and promotes knowledge dissemination through continuing education, publications, technology transfer, and collaborative projects with industry partners.

Eligible beneficiaries include non-profit legal entities (public or private) operating in engineering and natural sciences within the economic sector and associated with the Lower Saxony Ministry of Economic Affairs. Examples include institutes such as the German Institute of Rubber Technology, Laser Zentrum Hannover, and the Institute for Solar Energy Research.

Projects must contribute to the objectives of the EU strategy 'Investments for Growth and Jobs' and align with the Regional Innovation Strategy for Smart Specialisation (RIS3) of Lower Saxony. The program supports the purchase of tangible and intangible assets necessary for applied research and experimental development.

Funding is provided as a non-repayable grant covering up to 50 % of eligible expenses. The total eligible cost must exceed 200.000 Euro at the time of approval. The typical project duration is up to three years. The project must be located in Lower Saxony, and full project financing must be secured in advance. Applications must be submitted before project commencement via the NBank customer portal.

Ineligible costs include financing charges, real estate purchases, and recoverable VAT. Projects must meet defined quality standards and contribute to internationally competitive research performance. A technical assessment from the Innovation Center of Lower Saxony is required during the evaluation process.
