Core functionalities comprising database for maintaining and displaying climate services offers and projects including forwarding to data, digital tools have been developed (Drupal FW). Assessment shows need for re-design of the database frontend and the industrialization of the decentralized hubs. Re-development deemed appropriate considering emerging technology.

The service design enables scalability as follows:

• Decentralized operation – regional framework conditions and „local fabric“ (including language, culture) determine feasibility and success of implementation of measures consulted by the local hub curators;
• Centralized intelligence – data, digital services and expertise accessible for all „local hubs“ by the global repository; mutual exchange of good practices foster trans-regional transfer;
• Additional digital services support local stakeholders like consultants, administrations with their dissemination activities.

It is intended to build up a franchise; local contract partners distribute data, digital and consulting services, provide their local and/or sectoral expertise to the system and acquire data, services and expertise from their respective local eco-systems.

Replicability will be enabled regionally as well as sector related (e.g. construction, transport, energy, health and wellbeing).

The EU´s commitment towards climate neutrality will require substantial regional efforts. It is estimated that regional stakeholders will increasingly develop climate neutrality strategies and implement mutual projects. New types of collaborations will increase (administration-industries, civil society-industries, civil society-administrations) and high investments will be mobilized. Trust, transparency and long-term comprehensiveness will become crucial and the local demand for data based decision making and monitoring will grow.

In the EU, EFTA and candidates ca. 1.400 NUTS3 regions exist that are considered the initial area of interest.

These principles not only allow for dealing with climate change but for coping with several societal challenges; results from ongoing research that need to be applied on the markets will fuel our solutions repository. Research scouting for industries and exploitation services for R&D&I will be integrated in our business model and contribute to the sustainability.

Main pillars for revenues will be membership fees, commissions for business brokerage and promotional/publishing services.
