Result description
Increased communication and collaboration between Climate Change Adaptation (CCA) and Disaster Risk Management (DRM) communities can result in more effective resilience policy and more efficient use of resources. To find out how to enhance the linkages between CCA and DRR communities we:
– took stock of the relevant stakeholders operating at the European level
– investigated interactions between/among both groups through Social Network Analysis (SNA).
The results (SNA metrics) revealed information about interaction patterns, i.e. how stakeholders connect and how strong their relationships are. Furthermore, the networks were investigated for possible clusters (1st SNA exercise focused on the European level, the 2nd on national level).
Extra follow-up stakeholder interviews were conducted with regard to 1st SNA exercise. They allowed for meaningful interpretations of the results and formulating recommendations for increasing institutional openness.
We took stock of CCA & DRR stakeholders and quantitatively assessed interactions within and between CCA & DRR communities through Social Network Analysis (SNA).
1st SNA exercise investigated interactions at the European level.
Key results:
- Climate-ADAPT scored highest with regard to the ability to connect CCA & DRR communities
- Collaboration was most often related to both CCA & DRR while communication process mostly tackled either CCA or DRR
- DRR actors tended to pertain to a single cluster, while CCA actors were more spread
In the paper by Karali et al. 2019 we also conducted in-depth interviews to meaningfully interpret results and formulated recommendations to increase institutional openness.
2nd SNA exercise explored two-way interactions between national level stakeholders (GER, IT, CH, UK) and one-way interactions between national and international level stakeholders.
Key results:
- Governmental actors and research institutes had central role in national CCA/DRR networks
- Private sector was very active in networking and its importance is likely to grow
- The same stakeholders often ranked high with regard to SNA metrics which underlines their role in interacting with other actors
