- Device (1) according to claim 1, characterized in that the device (1) comprises pliers (13) with two jaws (17) that are movably mounted relative to each other, and that a treatment surface (3) is arranged on the inner surfaces of the jaws (17) facing each other.
- Device (1) according to any one of the preceding claims, characterized in that the treatment surface (3) comprises a flexible carrier (5) with at least one high-voltage electrode (6) enclosed by the flexible carrier (5) and at least one ground electrode (7) on the outer surface of the flexible carrier (5).
