Landesförderungsprogramm Horizon Europe-Antragsfit

The Landesförderungsprogramm Horizon Europe-Antragsfit supports applicants in Upper Austria with the preparation and submission of EU funding applications based on the Horizon Europe framework programme. The programme is valid for the period from 01.01.2024 to 31.12.2026 and aims to increase both the number and quality of Horizon Europe proposals submitted by Upper Austrian organisations to the European Commission.

The funding covers part of the costs related to preparing a Horizon Europe proposal. In particular, it supports external consultancy and proposal-check services by qualified institutions such as the Austrian Research Promotion Agency (FFG) or Business Upper Austria. These services are intended to improve proposal quality and increase the chances of successful approval at European level. The programme is based on Upper Austria’s strategic economic and research strategy #upperVISION2030, which seeks to strengthen the performance, innovation capacity, competitiveness and growth potential of companies and research and development institutions in the region.

Eligible applicants include small, medium-sized and large companies as well as research and development institutions that have their registered office or an operational branch in Upper Austria. Eligible projects must be linked to the preparation of a Horizon Europe proposal submitted under an open Horizon Europe call. The project coordination, including planning and implementation, must take place in Upper Austria. A complete and assessable regional funding application must be submitted to the Office of the Upper Austrian Government no later than one month after submission of the Horizon Europe proposal to the European Commission. In addition, applicants must have used external proposal-check services by a qualified institution at least 10 days before submitting the EU proposal.

The funding is granted as a non-repayable subsidy. Companies may receive up to 10,000 Euro for eligible proposal preparation costs, plus an additional bonus of up to 15,000 Euro if the submitted EU proposal reaches the defined Horizon Europe threshold according to the European Commission evaluation report. Research and development institutions may receive up to 25,000 Euro. For lower-threshold instruments and calls, specifically the EIC Accelerator and Eurostars-3, the maximum subsidy amounts are reduced by 50%. Funding may be reduced or excluded due to de minimis aid rules, cumulation with other funding, or previous unsuccessful applications supported under this or related programmes.
