LUKE – Linking Ukraine to the European Research Area

Overall Description

The LUKE – Linking Ukraine to the European Research Area call funds transnational research projects involving Ukraine with the objective of strengthening Ukraine’s research and innovation (R&I) capacities, pooling scientific resources, and leveraging Ukraine’s innovation potential.

It is part of a broader international initiative supporting collaboration between Ukraine and multiple participating countries within the European Research Area.

Funding Amount

  • FWF funding (Austria):
    • Funds basic research subprojects in Austria only
  • Funding duration:
    • Maximum 24 months
  • Other funding:
    • Applied/industrial research projects may be funded via the Austrian FFG (e.g. up to €600,000 indicated externally)

Submission Deadlines

  • Call opening: 27 February 2026
  • Submission to Call Secretariat (DLR): 15 May 2026
  • Submission to FWF: 18 May 2026 (14:00 CEST)

Submission Conditions

  • Dual submission required:
    • To the Call Secretariat (DLR online system)
    • To the FWF (via elane system)
  • Must follow FWF Principal Investigator Projects guidelines
  • Required documents include:
    • Project description
    • Publication record
    • Budget justification
    • Academic CV
    • Justification of basic research nature (for Austrian subprojects)
  • Applications must be:
    • Approved by the host research institution
    • Submitted by institutions registered with FWF

Eligible Types of Organisations

  • Universities
  • Non-academic research institutions
  • Industrial research departments
  • Research-performing SMEs (depending on national rules)

Participating countries include (as listed in supporting call info):

  • Austria
  • Czech Republic
  • Estonia
  • Finland
  • Germany
  • Latvia
  • Republic of Moldova
  • Poland
  • Romania
  • Türkiye
  • Ukraine

Requires multi-country consortia (minimum 3 countries including Ukraine).

Expected Outcome

The call aims to:

  • Strengthen Ukraine’s R&I capacities
  • Foster international scientific collaboration
  • Promote knowledge transfer and resource pooling
  • Support integration of Ukraine into the European Research Area (ERA)

Scope

The call supports cross-border, collaborative research projects involving:

  • Researchers from Ukraine
  • Researchers from at least two other participating countries

Projects must be closely integrated, with each partner contributing substantial and complementary scientific input.

The thematic scope includes four main areas:

  1. Energy (sustainable, renewable, energy security)
  2. Cybersecurity (resilience of critical infrastructure, adaptive systems)
  3. Medical and health research (telemedicine, biomedical research)
  4. Social sciences and humanities (social reconciliation, sustainable development, human capital restoration)
